The intent of this chapter is to:
A.
Establish a uniform system of property/dwelling/building address
numbering within the Township of Rochester in order that there be
an accurate address database in connection with the Township of Rochester's
participation in the Beaver County Enhanced 9-1-1 System; and
B.
Establish a uniform system of posting and display of address identification
numbering in order that property/dwelling/building addresses within
the Township of Rochester may be easily located in emergency situations.
Within 90 days after notification by the Township of Rochester,
the owners and/or occupants of each property/dwelling/building shall
post the address identification numbers assigned by the Township.
Following the enactment of this chapter, the requirement of application
for a street address number shall be a condition precedent to the
issuance of a certificate of occupancy by the Rochester Township Zoning
Officer.
The identification numbers to be posted as provided in § 55-2 shall be of the type available for purchase at cost through the Township or shall meet the following specifications: Address signs shall be made of five-inch-by-fourteen-inch aluminum plate with a blue reflective mylar background with four-inch white letters or numbers.
A.
All owners and/or occupants of each property, dwelling or building
shall conspicuously post the above-described address identification
plate on the mailbox at the entrance of the driveway to the premises
so that the plate faces the traffic flow.
B.
If any structure is not visible from the street or road on which
it is located and/or no mailbox is beside the driveway leading to
the structure, a sign or number post shall be erected which will allow
the identification plate to be displayed either vertically from the
top down or horizontally with the plate facing the flow of traffic.
C.
Identification plates may be mounted on display posts, such as a
wood pole, steel rod or masonry pillar.
D.
All plates must be mounted in such a fashion so that the bottom of
the plate is at a minimum height of 28 inches above the ground.
E.
In the event that the address identification plate must be displayed
on the structure or dwelling itself due to the impossibility of placing
it at the entrance of a driveway, the address identification plate
must be clearly visible from the public right-of-way or private right-of-way.
F.
In the event that more than one business or family dwelling unit
occupies the principal building or structure, each separate front
entrance shall display a separate number.
G.
Regardless of the type of display, the address identification plate
must be clearly visible. Vegetation, trees, foliage or any other object
must not obstruct the view of the plate.
H.
All residents shall remove any different number previously assigned
to a residence which might be mistaken for or confused with the number
assigned to said structure by Rochester Township.
I.
All mailboxes shall be marked with the correct street address.
A.
In conjunction with the Township of Rochester's participation
in the Beaver County 9-1-1 System, a mapping of the public and private
rights-of-way within the Township of Rochester has been prepared by
Daniel C. Baker Associates, Inc., and is entitled "Enhanced 9-1-1
Geographic Database." Said "Enhanced 9-1-1 Geographic Database" is
incorporated in this chapter by reference.
B.
From and after the effective date of this chapter, all public and
private rights-of-way shall be designated or named or redesignated
or renamed as indicated on said "Enhanced 9-1-1 Geographic Database."
C.
From and after the effective date of this chapter, no public right-of-way
may bear a designation other than "Street," "Road," "Avenue" or "Drive,"
and no private right-of-way may bear a designation other than "Lane."
A.
The Board of Commissioners or any officer or employee so designated
by the Board of Commissioners is hereby authorized to give written
notice, either by personal service or by First Class United States
Mail to the owner or occupant, as the case may be, of any premises
whereupon the address identification plate at the premises is not
placed as required by this chapter directing and requiring such owner
or occupant to place the address identification plate so as to conform
to the requirements of this chapter within 15 days of such notice.
B.
In the event any owner, owners or occupants shall neglect, fail or
refuse to comply with such notice within the period of time stated
herein, the Township, by and through its employees, may place an address
identification plate on the premises, and said owner, owners or occupants,
as the case may be, shall be liable to the Township for the actual
expense of the placement thereof plus 10% together with any additional
penalty authorized by law, and said sums may be collected from the
owner, owners or occupants, as the case may be, in the manner provided
by law.
Any owner, owners or occupants who shall violate or fail, neglect
or refuse to comply with any of the provisions of this chapter shall,
upon summary conviction thereof, be sentenced to pay a fine of not
more than $600, plus the costs of prosecution, and in default of payment
of such fine and costs be subject to a term of imprisonment in the
Beaver County Jail for a term not to exceed 90 days, provided that
each day's violation shall constitute a separate offense and
notice to the offender shall not be necessary in order to constitute
an offense.
