GENERAL REFERENCES
Parks and recreation — See Ch. 103.
In order to provide for the planning, maintenance and regulation of parks and recreation areas within Lower Frederick Township, the Lower Frederick Township Park and Recreation Board is hereby established pursuant to the Second Class Township Code of the Commonwealth of Pennsylvania.
A. 
The Board shall be composed of nine persons. The persons shall be appointed by the Board of Supervisors of Lower Frederick Township and shall serve without compensation.
B. 
As first established, the Board shall appoint to the Park and Recreation Board one member to serve for a term of one year, two members to serve for a term of two years, two members to serve for a term of three years, two members to serve for a term of four years, and two members to serve for a term of five years. All initial terms shall commence on the first day of January, 2011, and shall continue until December 31st of the year the term expires. After the initial appointment all successors shall serve for a term of five years or until their successors are appointed.
C. 
On the expiration of the term of any member of the Board a new member shall be appointed by the Board of Supervisors of Lower Frederick Township.
D. 
Members may be reimbursed by the Township for all expenses incurred in performing their duties.
E. 
Members may voluntarily resign or be removed by the Board of Supervisors in accordance with the regulations contained within the Second Class Township Code.
F. 
Vacancies occurring other than by expiration of the term shall be for the unexpired term and shall be filled by the Board of Supervisors.
The Board shall submit an annual report to the Board of Supervisors which includes an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership.
The members of the Park and Recreation Board shall elect a Chairman and Secretary and select all other necessary officers to serve for a period of one year. The Board may adopt rules and regulations for the conduct of all business within its jurisdiction and exercise the powers and functions concerning parks and recreation facilities as may be delegated to it by the Board of Supervisors.
