No person or persons shall be permitted, except in park and play areas, to coast, play ball, ride two-wheeled bicycles or enter into any other amusement or practice which shall endanger property or persons on any of the streets or public grounds in the Village of Walden.
A. 
No person or persons shall place in, on or upon any of the streets or sidewalks in the Village of Walden any article, materials or things whatsoever in any such manner that the same shall interfere with the free passage of persons or vehicles in, on or upon said streets or sidewalks.
B. 
The Board of Trustees may, upon written application containing the name of the applicant, stating the premises affected, a diagram to scale showing buildings, sidewalks, street location of utility poles, parking meters and other physical objects within the area, the specific relief requested and all the reasons therefor, grant a permit for a loading zone with or without provision to place a vehicle across a sidewalk for the purpose of loading or unloading when the requested loading zone is reasonably necessary for the transaction of business at the premises and the requested loading zone and use thereof does not unreasonably interfere with pedestrian and vehicle traffic. The Board may impose conditions regulating the zone and use provided by such permit, including but not limited to restricting the hours when such zone can be used, the duration of such use, posting of guards to aid pedestrian and vehicle traffic, the minimum of open street width to be maintained and the location and dimensions of the zone.
C. 
It shall be unlawful for any person to drive over any improved curbs in the Village of Walden for the purposes of parking vehicles unless there exists a curb cut installed in accordance with § 256-17 of this Code.

No person or persons shall build, erect or place, or cause to be built, erected or placed, or permit to remain upon any street or sidewalk in the Village of Walden, any building encroachment or projection in, on or over any sidewalk or public grounds in said Village unless permission so to do is first given and granted by the Board of Trustees of said Village.

A. 
In the event that any person who is the owner or occupant of property adjoining any street, avenue or roadway shall fail to remove or cause to be removed accumulations of dirt or other obstructions from the public sidewalk in front of such property within 24 hours from the time of the accumulation thereof, the Superintendent of Public Works may remove or cause to be removed such accumulation at the expense of the owner or occupant of said property, and upon the failure to pay the charge, the Village Clerk shall cause the expense thereof to be assessed against the property and become a lien thereon, collectible in the same manner as delinquent Village taxes.
B. 
Penalties.
(1) 
Failure to comply with any provision of this section shall be deemed a violation pursuant to the Penal Law, and each day such violation continues shall constitute a separate violation.
(2) 
In addition to other remedies provided by law, persons found guilty of such violation shall be subject to a fine not exceeding $25.
All persons shall remove or cause to be removed from the gutter or gutters in front of the premises owned or occupied by them in the Village of Walden all dirt, silt, rubbish, object or other accumulation which causes obstruction in said gutter or gutters.
No person shall construct, place or erect a culvert or bridge in front of premises owned by him unless prior written permission therefor has been obtained from the Superintendent of Public Works of the Village of Walden.

Any person committing an offense against any of the provisions of this article shall be guilty of a violation under the Penal Law and, upon conviction thereof, shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
