No person shall, except as permitted by law, Borough ordinance or permission given by the Borough or other public authority:
A. 
Place any debris upon any road or obstruct or damage any road by debris.
B. 
Do any act or thing, including any act or thing in connection with the development of any property, the construction of any private road or building, the resurfacing or grading of any property, landscaping, the removal of earth or surface soil or other work on building or property, which shall cause or result in the depositing or accumulation of debris upon any road or upon or in any public storm drain, gutter or culvert, irrespective of the manner or distance said debris shall travel before reaching such road, storm drain, gutter or culvert.
C. 
Divert water to or upon any road, or to, in, or upon any public storm drain, gutter, or culvert; or do any act or thing, including any act or thing in connection with the development of any property, the construction of any private road or building, the resurfacing or grading of any property, landscaping, the removal of earth or surface soil or other work on building or property, which shall cause or result in causing water to be diverted to or upon any road, or to, in or upon any public storm drain, gutter or culvert, irrespective of the manner or distance said water shall travel before reaching such road, storm drain, gutter or culvert.
No person, including any person performing any work on any road, public curb or gutter, shall do any act or thing which will render any road unsafe for travel or create a dangerous condition thereon; and no person performing any work on any road, curb or gutter shall, by his neglect, omission or failure to act, render any road unsafe for travel or create a dangerous condition thereon.
No person shall, except as permitted by law, Borough ordinance or permission given by the Borough or other public authority, obstruct or damage any road, public storm drain, curb, gutter or culvert.
