The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer, code enforcement official or official traffic control device.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 310-48), attached to and made a part of this chapter.
B. 
The parking of motor vehicles is hereby prohibited at all times in all handicapped zones, without a valid permit, safety zones and fire lanes as so marked by the Village of Spencerport, the property owner, the Town of Ogden Police Chief or the Village Fire Marshal. This is to include the following locations:

(1) 
Any area designated as a handicapped parking zone, either on private or public property.
(2) 
Any area designated as a fire lane, either on private or public property.
(3) 
Any area designated as a safety zone, either on private or public property.

Penalties for offenses.
(1) 
Any violation of Subsection B hereof shall be punished by a fine of not more than $25 for a first offense or by imprisonment for not more than 15 days, or by both such fine and imprisonment.
(2) 
All fines imposed pursuant to the provisions of Subsection B shall automatically be increased to double the amount of the fine if such fine is not paid within 10 days of the issuance of the citation for any such violation.

No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 310-49), attached to and made a part of this chapter.

B.

No person shall park a vehicle between the hours specified in Schedule XIV (§ 310-51) of any day, unless otherwise indicated, upon any of the streets, parts of streets or parking lots described in said Schedule XIV, attached to and made part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XV (§ 310-52) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVI (§ 310-53) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
A. 
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 310-54) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets or municipal or private lots in parking spaces so designated described in said Schedule XVII, attached to and made a part of this chapter.

B. 
There shall be a maximum of four hours' parking on any Village streets unless otherwise posted.
The locations described in Schedule XVIII (§ 310-55), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XIX (§ 310-56), attached to and made a part of this chapter, are hereby designated as bus stops.

No person shall park a vehicle upon any street or part thereof or upon any municipal parking lot or part thereof in the Village of Spencerport except at the angle designated and only within the lines of the parking stall as marked.
