A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Code Enforcement Officer, Superintendent of Public Works or working foreman for the Department of Public Works.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Code Enforcement Officer, Superintendent of Public Works or working foreman for the Department of Public Works.
C. 
When any vehicle is illegally parked on any highway or public parking lot within the Village and where the same vehicle has been issued more than three parking violation summons or appearance tickets within the previous two years which have resulted in an adjudication of guilty either by plea or trial or which have not been answered within the time limit provided by law, said vehicle may be removed by or under the direction of the Code Enforcement Officer, Superintendent of Public Works or working foreman for the Department of Public Works.
After removal of any vehicle as provided in this article, the Code Enforcement Officer may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom stored of the amount of all expenses actually and necessarily incurred in effecting such removal and storage, such storage charges not to exceed $100 per day or fraction thereof.

It shall be the duty of the Code Enforcement Officer, Superintendent of Public Works or working foreman for the Department of Public Works who authorizes the removal and storage of a vehicle to ascertain to the extent possible the owner of the vehicle or the person being in charge of said vehicle and to notify said person of the removal and disposition of said vehicle and of where and how to redeem said vehicle. The person authorizing removal shall also without delay report the removal and disposition of any vehicle removed pursuant to this article to the Village Clerk and the Ogden Police Department.
