It shall be unlawful for any person to distribute any handbill or advertising matter whatever in the Borough of Hellertown by casting or scattering the same upon any of the streets, sidewalks, alleys or public places in the Borough, provided that nothing herein shall prohibit any person upon any of the streets, sidewalks, alleys or public places in the Borough from handing any handbill or advertisement to any person willing to receive the same.
Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs and, upon conviction thereof, be sentenced to a term of imprisonment not to exceed 30 days. Each day that a violation of this chapter continues or each section of this chapter which shall be found to have been violated shall constitute a separate offense.
