Drawing requirements. The sketch plan may be a freehand drawing with approximate dimensions and should include:
A. 
Property boundaries (may be obtained from county tax map or similar sources).
B. 
Topographic contours from available data (may be obtained from the United States Geological Surveys) and other prominent physical features.
C. 
Proposed lot and street layout with dimensions of lots and proposed widths of street right-of-way to the nearest foot.
D. 
Site data, including:
(1) 
Acres of entire tract.
(2) 
Number of lots.
(3) 
Zoning of area.
E. 
Magnetic North point.
F. 
Appropriate scale.
G. 
Name of subdivision.
H. 
A location map showing the general location of the subdivision in relation to adjacent properties, roads and streams.
A. 
Submission requirements. The preliminary plan application shall be accompanied by, but not limited to, the following:
(1) 
Plan. Sixteen copies of clear and legible white paper prints of the preliminary plan.[1]

(2) 
Application form. One copy of application for subdivision approval. (Blank forms will be furnished by the Code Enforcement Officer or his designee upon request.)
(3) 
Review fee. The review fee as referred to in § 390-35 shall be paid to the Code Enforcement Officer or his designee at the time of the preliminary plan submission.
(4) 
All parcels shall be serviced by and connected to public water supply. Applicant shall submit evidence that the subdivision or development is to be serviced by the Borough Authority.[2]

(5) 
Certification of public sewerage. When the subdivision is to be served by the public sewage disposal system, the developer shall submit two copies of a letter from the Authority which certifies that the Authority can adequately serve the subdivision.
(6) 
Certification of on-lot sewage system. When the subdivision is to be sewered by individual on-lot sewage disposal systems, the developer shall submit two copies of the site investigation and percolation test report for on-lot disposal of sewage as approved by the Sewage Enforcement Officer.
(7) 
The following additional data shall be submitted upon request of the Borough Planning Commission or Borough Council:
(a) 
Subsurface conditions of the tract.
(b) 
Drainage plan which shows existing and proposed storm sewers, culverts, natural watercourses, drainage easements and existing and proposed topographic contours.
(c) 
Profile drawings of proposed streets which show existing and proposed grades.
(d) 
Typical cross sections of proposed streets.
(e) 
Water system and/or sewage disposal system plan(s).
B. 
Drawing requirements. The preliminary plan shall be in accordance with and show the following:
(1) 
The plan shall be at a scale of not less than 100 feet to the inch.
(2) 
Proposed subdivision name or identifying title.
(3) 
Municipality in which subdivision is located.
(4) 
North point, graphic scale and date.
(5) 
Name, seal and certification of the registered engineer or surveyor responsible for the plan and qualified to do such work according to Pennsylvania Act No. 367 of 1945, as amended.
(6) 
A signed statement that the applicant is the owner, equitable owner or authorized by the owner to make application for the land proposed to be subdivided.
(7) 
Site data, including:
(a) 
Total acreage of tract.
(b) 
Number of lots proposed.
(c) 
Lineal feet of new streets proposed.
(d) 
Type of water supply system.
(e) 
Type of sewage disposal system.
(f) 
Zoning district.
(g) 
Tax map sheet, block and lot numbers from county records.
(8) 
A location map at a scale not less than 1,000 feet to the inch, showing:
(a) 
Relation of tract to adjoining property.
(b) 
Relationship to road and highway system within 1,000 feet of subdivision.
(c) 
Municipal boundaries within 1,000 feet of subdivision.
(d) 
Zoning districts within 1,000 feet of subdivision.
(e) 
Watercourses and any areas subject to flooding.
(9) 
Tract boundaries showing bearings and distances. The traverse shall have an area of closure of not more than 1 in 5,000. The survey should tie into the nearest USGS monument, if practicable.
(10) 
Contours at vertical intervals of two feet for land with an average slope of 5% or less, or vertical intervals of five feet for more steeply sloping land.
(11) 
Datum to which contour elevations refer and, where reasonably practicable, shall be to known established elevations.
(12) 
All existing property lines and the names of owners of immediately adjacent unplatted land; the names of existing or proposed subdivisions immediately adjacent.
(13) 
All existing watercourses or bodies, significant features such as rock outcrops, slag piles, quarrying holes, springs and swampy areas.
NOTE: It would be desirable to locate all trees over six inches in diameter if sparsely scattered.
(14) 
All existing buildings, sewer mains, culverts, petroleum or petroleum products lines, gas lines, transmission lines, fire hydrants and other significant man-made features.
(15) 
All existing streets, easements and rights-of-way within the subdivision and within 200 feet of any part of the tract.
(16) 
Location and width of all proposed streets, alleys, rights-of-way and easements; lot lines with dimensions in feet; proposed minimum setback lines; public areas and parcels proposed to be dedicated or reserved for public uses.
(17) 
Existing and proposed street names.
(18) 
Where the preliminary plan covers only a part of the subdivider's entire holding, a sketch plan shall be submitted of the prospective street layout for the remainder of the tract.
(19) 
The full plan of proposed development, including:
(a) 
Utility easement locations.
(b) 
Lot lines with approximate dimensions.
(c) 
A statement of the intended use of all nonresidential lots and parcels.
(d) 
Lot numbers and the lot size in square feet or acres for each lot.
A. 
Submission requirements. The final plan shall be accompanied by the following:
(1) 
Plan. Seven copies of clear and legible white paper prints of the final plan.
(2) 
Application form. One copy of application for approval. (Blank forms will be furnished by the Code Enforcement Officer or his designee upon request.)
(3) 
Appropriate fee. The review fee as referenced in § 390-35 shall be paid to the Code Enforcement Officer or his designee at the time of the final plan submission.
(4) 
Improvements agreement. One copy of an executed subdivision improvements agreement in accord with the requirements of Article VI.
(5) 
A performance guarantee in the amount and manner set forth in § 390-31 of this chapter, guaranteeing the construction and installation of all such improvements within a stated period, which shall not be longer than two years from the date of final subdivision approval. Where the final plan is submitted in stages or sections, the amount of the guarantee may also be provided in stages if acceptable to the Borough Council.

(6) 
A maintenance guarantee in an amount of not less than 12% of the Borough Council's estimate of the cost of all required improvements as set forth in § 390-30. This guarantee assures that the developer shall maintain all such improvements in good condition for a period of one year after completion of construction and installation of all such improvements by the Borough Council.
(7) 
A copy of the Department of Environmental Protection acceptance or approval of the planning module.
(8) 
The applicant shall submit, along with the final plan, written verification from the appropriate municipal body that there are no outstanding fees or charges owed to the Borough of Hellertown and/or the Hellertown Borough Authority and that all required approvals have been obtained.

(9) 
For any subdivision and/or land development plan whenever municipal water and/or municipal sewers are to be provided, the applicant shall be required to obtain prior written plan approval from the Hellertown Borough Authority for the proposed water and/or sewer systems as a condition of final plan approval.

B. 
Final plan drawing requirements. The final plan shall be in accordance with and show the following:
(1) 
The plan shall be on sheets of one of the following sizes:
(a) 
Fifteen inches by 21 inches.
(b) 
Twenty-four inches by 36 inches.
(c) 
Thirty inches by 42 inches.
(2) 
The final plan shall be at a scale of not less than 100 feet to the inch.
(3) 
Name under which the subdivision is to be recorded.
(4) 
Municipality in which subdivision is located.
(5) 
The registered professional engineer or surveyor responsible for the plan and qualified to do such work according to Pennsylvania Act No. 367 of 1945, as amended,[1] shall certify that the plan is correct and that the monuments described on it have been placed as described. He shall affix his name and seal.

(6) 
A notarized statement to the effect that the applicant is the owner of the land to be subdivided and that the subdivision shown on the final plan is made with his, her or their free consent and that it is desired to record the same.
(7) 
Site data, including:
(a) 
Total acreage of the tract.
(b) 
Number of lots.
(c) 
Lineal feet of new streets.
(d) 
Type of water supply.
(e) 
Type of sewage disposal.
(f) 
Zoning district.
(g) 
Tax Map lot and block numbers from county records.
(8) 
A location map for the purpose of locating the site to be subdivided at a scale of not less 1,000 feet to the inch, showing:
(a) 
Relation of the tract to adjoining property.
(b) 
Relationship to road and highway system within 1,000 feet.
(c) 
Municipal boundaries within 1,000 feet of the subdivision.
(d) 
Zoning districts within 1,000 feet of the subdivision.
(e) 
Watercourses and any areas subject to flooding.
(9) 
North point, graphic scale and date.
(10) 
Boundaries of the tract showing bearings and distances and having an error of closure of not more than one in 5,000. All bearings and distances shall be indicated outside the boundary line, not inside with the lot dimensions. When a plan is bounded with an irregular shoreline of a body of water, the bearings and distances of a closing intermediate traverse should be given, and a notation made, that the plot includes all land to the water's edge or otherwise.
(11) 
Location and width of all streets, alleys, rights-of-way, easements and lot lines, with dimensions in feet and hundredths of a foot; minimum setback lines for every street; public areas and parcels of land to be dedicated to public use.
(12) 
Sufficient data to determine readily the location, bearing and length of every street, lot and boundary line and to reproduce such lines upon the ground.
(13) 
For curved boundaries and all curves on the plan, sufficient data should be given to enable the reestablishment of the curves. The curve data should include the following:
(a) 
Point of curvature.
(b) 
Point of tangency.
(c) 
Tangent distance.
(d) 
Radius of curve.
(e) 
Degree of curve.
(f) 
Angle of curve by arc definition.
(14) 
Lot and blocks within a subdivision shall be numbered.
(15) 
Names of streets within and adjacent to the subdivision shall be shown.
(16) 
Excepted parcels shall be marked "not included in this plat" and the boundary completely indicated by bearings and distances.
(17) 
The names of owners of immediately adjacent unplatted land; the names of existing or proposed subdivisions immediately adjacent, and locations and dimensions of any streets or easements shown thereon, which abut the land to subdivided.
(18) 
If the subdivision proposed a new access point to a state legislative route, the highway occupancy permit from PennDOT shall be attached.
(19) 
A signature block for certification of approval of the plan by the Borough Planning Commission and the Borough Council.
(20) 
A signature block for certification of review of the plan by the Lehigh Valley Planning Commission.
(21) 
Space shall be left along the lower edge of the sheet in order that the County Recorder of Deeds may acknowledge receipt and recording of the plan when it is presented.
(22) 
A signature block for certification of review by the Borough Engineer.[2]
