A.
It shall be unlawful for any person, firm, association or corporation
to engage in the business of repairing, remodeling, renovating, altering
or construction of any kind in the City of Somers Point unless such
person, firm, association or corporation has obtained a valid license
from the City of Somers Point. The requirements of this article specifically
exclude home improvement contractors who are required to register
with the State of New Jersey in accordance with N.J.S.A. 56:8-136
et seq.
B.
Applications for licenses shall be made to the Construction Official
who, upon receiving the application, will issue the proper license.
C.
Proof of insurance. Prior to the issuance of a license, the applicant
shall be required to present the Construction Official with a valid
certificate of insurance, issued by an insurance company authorized
to do business in the State of New Jersey which shall name the City
of Somers Point as an additional insured. The certificate of insurance
shall provide for comprehensive general liability insurance coverage,
insuring against bodily injury and property damage, and shall include
coverage for premises operation, independent contactors, product/completed
operations, explosions, collapse and underground hazards, broad-form
property damage and blanket contractorial coverage. Said coverage
shall be in an amount not less than $100,000/$500,000 policy limits.
The applicant shall also provide a certificate for workers' compensation
insurance.
There shall be posted in the office of the Construction Official
in the City of Somers Point a list of the names and addresses of commercial
contractors.
Beginning September 1, 2009, the fee for all new licenses shall
be $100 and the fee for all renewal licenses shall be $50, per year,
payable to the City of Somers Point.
It shall be unlawful for any person, firm, association or corporation
to allow the use of his, their or its name by any person or persons,
directly or indirectly, for the purposes of obtaining a permit to
do any work defined under this article.
Any person, firm, association or corporation violating the provisions
of this article shall be subject to a fine not to exceed $1,000 or
to a term of imprisonment not to exceed 90 days or to a period of
community service not to exceed 90 days, or any combination of the
foregoing.
