The public records of the Borough of Bloomsbury shall be accessible for examination and copying in accordance with N.J.S.A. 47:1A-1 et seq. upon the terms and conditions as hereinafter provided. Such inspection shall be made only at reasonable times during business hours and without interference with the conduct of the affairs of the office or other place where such records are kept or maintained.

The following fee schedule is hereby imposed for copies of public records of the Borough of Bloomsbury for which proper request is made:
A. 
Except as otherwise provided by law or regulation, the fee assessed for the duplication of a government record embodied in the form of printed matter shall be $0.05 per letter-size page or smaller and $0.07 per legal-size page or larger. In the event that the Borough can demonstrate that its actual cost of duplication of a government record exceeds the foregoing rates, the Borough shall be permitted to charge the actual cost of duplicating a record. The actual cost of duplicating a record upon which all copy fees are based shall be the cost of materials and supplies used to make a copy of the record but shall not include the cost of labor or other overhead expenses associated with making the copy.
B. 
Access to electronic records and nonprinted materials shall be provided free of charge, but the Borough may charge for the actual costs of any needed supplies such as computer discs.
A deposit shall be required for all record requests. The Borough Clerk shall be authorized to make such determination of cost as may be related to the nature of the request.
No copy shall be deemed to be true and accurate unless accompanied by an original certification from the Clerk.
The provisions of this chapter are subject to such executive orders as may, from time to time, be implemented by the office of the Governor or such other rules and regulations as may, from time to time, be adopted or promulgated according to law.
