All applications for public water service or the extension of
the distribution system shall be made to the Township Water Superintendent
or his duly authorized representative and shall be signed by the owner(s)
of the property or person(s) acting as his authorized agent. Applications
for the extension of the water distribution system shall be made only
where bona fide and reasonable demand for service warrants. The governing
body, with the advice of the Township Planning Board if requested
by the governing body, shall determine whether to grant such extension
applications based upon its assessment of need and the ability of
the public system to accommodate such expansion and may set such reasonable
terms and conditions as it deems necessary for any proposed extension.
Extensions of new mains may be made as local improvements with costs
assessable to owners of property abutting said mains.
Any application for an individual water service shall be approved or disapproved by the Township Water Superintendent or his duly authorized representative within 30 days of receipt thereof. If disapproved, reasons for said disapproval shall be provided to the applicant in writing. If the application is granted, prior to issuance of a permit the applicant shall pay all fees or charges as provided in Article VIII. Any permit issued shall state the date, the name of the applicant, the property owner, the kind of service applied for, the location and description of property to be serviced and the rates and terms of payment. All permits for water service shall remain in force from year to year unless notice in writing is given to the Township Water Superintendent of a desire to discontinue service as provided in § 396-27 hereof.
A.
All water service taps are to be made by the property owner at the
expense of the property owner by a contractor approved by the Township
or agent authorized by the Township of Upper Deerfield. All charges
for water service taps shall be the sole responsibility of the property
owner.

B.
All water main taps made and services installed after adoption of
this chapter shall be metered except in cases where the applicant
requests to have water for building construction purposes on a flat
rate charge. Such request must be approved by the Township Committee,
which may deny the request and require metering of said water supply.
C.
Each consumer must have installed, at his own expense, a stop and
waste valve on the service pipe inside the building. Said valve is
to be installed within one foot of where the service pipe enters said
building and be so located and arranged that the water supply may
be shut off without difficulty.
D.
In addition
to tapping fees or expenses, the applicant shall also pay for any
road permit for road opening fees which may be incurred as a result
of the application.

Before any change is made in the plumbing affecting the meter
installation or the main stop and water valve of any premises that
is supplied water by the Township, a plumbing permit must be applied
for and granted by the Township Plumbing Subcode Official.
The size, alignment and materials or construction of a water service and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench shall all conform to the requirements of the Uniform Construction Code, Plumbing Subcode and any other applicable rules or regulations of the Township. All excavations for water service installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of work shall be restored as provided in Chapter 352 of this Code. When public rights-of-way are to be opened or street pavement disturbed, a street opening permit shall be required in accordance with the provisions of Chapter 352 of the Code of the Township of Upper Deerfield.

Water main construction standards, including but not limited
to piping materials, fittings, valves, hydrants, valve boxes, restraints,
thrust blocks, joints, as well as pressure testing, flushing and disinfection
shall be constructed and performed up to and in accordance with current
American Water Works Association and any other applicable standards
and subject to the approval of the Township Engineer.
