The applicant for water service shall provide a suitable place on the premises to be served with a public water supply for locating the meter, close to the stop and waste valve where the service enters the building, structure or use. The Township may, at its option, arrange for installing, at the expense of the applicant or property owner, the meter in a meter box or vault located outside of the building and as close as possible to the curb stop. Where the applicant or property owner provides the outdoor meter box or vault, the installation shall be made, complete with approved fittings and lid, in accordance with specifications provided by the Township Water Superintendent. In the alternative, the property owner may install a box or vault for meters from approved vendors authorized by the Township of Upper Deerfield, and the cost thereof shall be paid for by the property owner.

A. 
All meters used on the Township water system measuring the quantity of water consumed shall be purchased by the property owner either from the Township at the same cost incurred by the Township, or from a vendor qualified and authorized by the Township.
B. 
Water service shall include a water meter and mxu (meter transmitter) to accurately record water usage. In the event that a property owner refuses to make an approved connection in accordance with this chapter and refuses to allow entry on the property and to pay for the Township to make the required installation, then in such event the Township shall be authorized to sever the existing water connection until the property owner shall comply with the provisions of this chapter with respect to water service connection.
The owner of any premises where a meter is installed shall be held responsible for its care and protection from freezing or hot water and from other injury thereto. The owner or consumer shall notify the Superintendent of any injury to or the nonworking of the meter as soon as the same comes to his knowledge. No bypass around the meter shall be permitted.
Repairs to water meters will be made by the Township at its expense, unless proper protection of the meter has not been provided, as determined by the Township Water Superintendent, in which case all expense incurred by the Township for the repairing or replacing of said meter shall be charged to the owner of the premises where such meter is located. A charge for meter repair or replacement will be assessed to the owner if such repair or replacement was made necessary by negligence or neglect on the part of the property owner or other person in possession of the subject premises.
Where water is furnished by meter measurement, the quantity recorded by said meter shall be conclusive as to the consumer or property owner and the Township, except when the meter has been found to be registering incorrectly or has ceased to register. In such event, the quantity shall be determined by the average registration of another meter for a period of 30 days or of the same meter for a period of 30 days after said meter has been repaired and tested; or the quantity used during a previous corresponding period may, at the option of the Township, be used as a basis for settlement.
The Township will, at the request of any property owner, test the meter in the presence of the owner or his agent or representative. If the meter is found to be recording water use in excess of that delivered, bills rendered will be adjusted accordingly, provided that the test is made; the meter will be deemed correct if it records within 2% of absolute correctness based upon ordinary size flows or openings.
Once a meter is installed, said meter shall not be taken out of service without the permission of the Township or its authorized representative. The Township shall be the sole judge of the service life of any meter.
