Effective January 1, 2022, the monthly charges for water service
shall be:
A.
Residential and senior citizens accounts. Minimum monthly charge
based on not more than 1,500 gallons monthly is $31. Water consumption
in excess of the monthly allowance of 1,500 gallons shall be charged
at the rate of $3.50 per each additional 1,000 gallons. Billings above
1,500 gallons shall be rounded to the nearest 1,000 gallons of usage.
B.
Commercial accounts. Minimum monthly charge is $31. Water consumption
in excess of the monthly allowance of 1,500 gallons shall be charged
at the rate of $3.50 per each additional 1,000 gallons. Billings above
1,500 gallons shall be rounded to the nearest 1,000 gallons of usage.
C.
Senior citizen discount. Any senior citizen occupying a dwelling or rental unit where a senior citizen is responsible for payment of water usage charges shall be entitled to a 10% discount from the $31 monthly rate. All usage by a senior citizen above 1,500 gallons per month shall be paid at the rate set forth in Subsection A of this section. To qualify as a senior citizen, a resident must be 65 years of age and provide adequate proof thereof to the Township. Any senior citizen discount shall apply prospectively only.
D.
Irrigation accounts. Irrigation accounts shall be charged for water
usage in accordance with the foregoing sections. Irrigation accounts
are required to have a separate water meter, to meter for nonpotable
irrigation purposes. The charge for water use for irrigation shall
be $3.75 per 1,000 gallons. In the alternative, a commercial user
may apply to the Township of Upper Deerfield to have a private well
which shall be used for nonpotable irrigation purposes only.
E.
Discount for volume users. Volume users of water shall be billed
as follows:

Rate schedule: private fire protection service.
(1)
Applicability. The following rate schedule shall be applicable throughout
the service area of the Township Sewer and Water Utility for service
furnished exclusively for fire protection.
(2)
Rates. The following rates shall apply with respect to water service
provided for fire-protection service or sprinkler service:

Special provisions.
(a)
No additional service charge shall be made for sprinkler heads
or other firefighting facilities which may be attached to a private
fire service connection, and no charge shall be made for water used
in extinguishing fires or for underwriter's tests where a service
is furnished pursuant to this schedule.
(b)
The rates provided in this schedule shall be available only
for service connections used exclusively for the extinguishing of
fire and testing of private fire service connections. If water is
used for other purposes, then the general metered rate shall apply.
G.
Rate schedule: public fire hydrant protection service.
(1)
Rate. There shall be a fire hydrant charge of $75 per quarter for
each fire hydrant located on private property outside of the Township
right-of-way within the service area and intended for private fire
protection. Whenever service is established or is disconnected, all
applicable charges shall be prorated to the date of establishment
of discontinuance of service.

A.
For each new metered user connected to the water supply system of
the Township of Upper Deerfield, there shall be a fee charged as a
water connection capital expense fee in the amount of $4,068 per user.

B.
For all new residential or commercial construction, the water capital
expense fee shall be paid prior to the issuance of a plumbing permit
for the structure being constructed.

C.
Connections to existing dwellings and commercial buildings. Whenever,
by reason of extension of the water distribution system of the Township
of Upper Deerfield, residential or commercial users shall be required
to connect to the system, then in such event the connection fee shall
be paid within 30 days of the date of the service connection. In the
alternative, and upon application to the Township Committee of the
Township of Upper Deerfield, the Committee may, by resolution, make
such other payment arrangements with respect to the water connection
capital expense fee as may be deemed appropriate and upon such terms
and conditions as the Township Committee may set forth.[2]

A.
All fees for the installation to permit water services as set forth
in this chapter shall be due and payable at the time application for
connection to the water system is made or prior to the commencement
of any installation work or as otherwise set forth herein.
B.
All rents, rates, fees and charges for water supply services not paid by the consumer shall become a lien upon the property involved in the same manner as prescribed by statute for the enforcement and collection of real property taxes. In addition and without election of remedy, the Township Water Superintendent may authorize discontinuance of water service for any nonpayment of bills as provided in § 396-48 herein.

C.
The Township Water Superintendent shall set the date when payment
is due for time-and-materials charges for special services. Said due
date shall appear on the bill for such services.
No plumber, owner, consumer or person shall turn on water to
any property or use, whether an old or new supply, in cases where
the water supply has been turned off for any cause, whether for nonpayment
of water rent, fees, bills or other charges or otherwise. The Township
reserves the right to deny renewal of water service to such property
or use until all such obligations have been paid.
