The office of Borough Manager be and the same is hereby created; subject, however, to the right of Council by ordinance at any time to abolish said office.
The Borough Council shall elect, by vote of a majority of its members, one person to fill said office, who shall serve until the first Monday of January of the even-numbered year following his election, and until his successor is duly elected and qualified. The office shall be filled biennially thereafter. In case of a vacancy in the office, the Borough Council shall, by a vote of a majority of its members, fill the office for the unexpired term. The Borough Manager shall, however, be subject to removal by Council at any time, by vote of a majority of its members.

The Borough Manager shall be a citizen of the United States, at least 21 years of age.

Before entering upon his duties, the Borough Manager shall give his bond to the Borough Council, with acceptable corporate surety, to be approved by Council, in an amount fixed by the Borough Council from time to time, conditioned for the faithful performance of his duties.
The salary of the Borough Manager shall be fixed by Borough Council at the time of his appointment and from time to time thereafter.
The Borough Manager shall carry on the business of the Borough and supervise the activities and operations of the various departments of the Borough, under the direction of Council. His powers and duties shall be those required and related to the general management of all Borough business, not expressly by statute imposed or conferred upon other Borough officers With the approval of the Borough Council, the Mayor is hereby authorized to delegate to the Borough Manager, in writing, any of his nonlegislative and nonjudicial powers and duties, subject to revocation and recall by written notification at any time.

The Borough Manager shall be a person with such technical and executive ability and with such training and experience as will enable him to perform the duties of the office in a successful and businesslike manner.

Subject to the direction of the Borough Council, and subject to revision or revocation and recall of any of the duties hereby imposed upon him by resolution of Council, the powers and duties of the Borough Manager shall include the following:
A. 
He shall attend all meetings of the Borough Council and record the minutes of each meeting.
B. 
The Borough Manager shall attend to the letting of contracts in due form of law and supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon some other Borough officer by statute, ordinance or resolution of the Borough.
C. 
The Borough Manager shall have full power and authority to purchase supplies and equipment for the various departments and offices of the Borough; provided, however, that he shall not enter into any contract nor incur any obligation for capital expenditures in excess of $300 in connection with any one purchase. He shall keep an account of all purchases made by him from time to time and shall make a full written report thereof to Council at its next regular meeting.
D. 
The Borough Manager shall draft all plans and plot maps required by Council.
E. 
The Borough Manager shall perform the duties of the Secretary of Council. He shall also perform the duties of the office of the Manager of the Sewer Department.
F. 
The Borough Manager shall superintend the operation of the various departments, utilities and services furnished or performed by the Borough, exclusive of the Police Department.
G. 
The Borough Manager shall be in charge of all Borough property and equipment and shall see that it is maintained in proper order.
H. 
The Borough Manager shall cooperate with Council at all times and in all matters in order that the best interests of the Borough and of the general public may be promoted. He shall foster and promote public relations and receive communications from citizens and handle correspondence and any complaints.
I. 
He shall make such recommendations and reports to Council as he deems justified in the public interest and also when requested to do so by Council.
J. 
He shall be the administrative official, unless otherwise designated by Borough Council, to administer and enforce Chapter 380, Zoning, of the Code of the Borough of Palmyra and shall attend all Planning Commission and Zoning Commission meetings.[1]

K. 
The Borough Manager shall make a monthly report to the Council, and at such other times as Council may direct, upon the affairs of the Borough and keep the Council fully advised of the Borough's financial conditions, and its receipts and expenditures.[2]

L. 
The Borough Manager shall prepare and submit to the Council, before the end of each fiscal year, a tentative budget for the ensuing year, and shall maintain a record of the Borough budget and establish budgetary control.[3]

M. 
The Borough Manager shall see that all moneys owing to the Borough are promptly paid and that proper proceedings are taken for the security and collection of all Borough claims.[4]

N. 
The Borough Manager shall annually present to the Council, within 30 days after the close of each fiscal year, a report and statement of the Borough's operations during the preceding year.[5]

O. 
The Borough Manager shall perform in the capacity of Office Manager and operate it in a businesslike manner.[6]

P. 
The Borough Manager shall keep abreast of all regulations pertaining to the Borough, whether it be safety, insurance or governmental.[7]

Q. 
The Borough Manager shall be responsible for acquiring funding for Borough programs and for any new programs in the future from the county, state and federal governments.[8]

R. 
The Borough Manager shall perform the duties of Borough Treasurer (8 Pa.C.S.A. § 1106).[9]
