Borough of Palmyra, PA Traffic Regulations

No person shall operate a motor vehicle or tractor upon any sidewalk in the Borough, nor shall any person operate a motor vehicle upon or across any sidewalk, except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose. Any person who shall violate any provision of this section shall, upon conviction thereof, be subject to the penalties provided in § 350-6. The provisions of this section shall not apply to vehicles performing maintenance work.

§ 350-8 Speed limits established.

Any person who shall operate a vehicle or tractor at a speed in excess of that established therefor upon any highway or portion thereof specified in this section shall, upon conviction thereof, be subject to the penalties provided in 75 Pa.C.S.A. § 3362.[1]

§ 350-9 Traffic signals at certain intersections.

At the following intersections, official traffic signals shall be erected (or if heretofore erected are hereby ratified), and traffic at such intersections shall be directed by such signals:

Any person who shall operate a motor vehicle or tractor upon any highway or portion thereof hereby established as a one-way highway other than in the direction hereby established for traffic thereon shall, upon conviction thereof, be subject to the penalties provided in § 350-6.[1]

§ 350-11 Through highways established.

The following highways are hereby established as through highways, and the operator of every vehicle or tractor, upon approaching any such highway at any intersection thereof (except for such intersections where there are now or shall hereafter be located official traffic signals), shall come to a full stop within a reasonable distance before entering any such through highway:

§ 350-13 Yield right-of-way intersections established.

The following intersections are hereby established as yield right-of-way intersections, and official yield signs shall be erected (or are hereby ratified if heretofore erected) in such a position as to face traffic approaching the second-named highway from the first-named highway, in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated, shall yield the right-of-way to any vehicle in the intersection or approaching on the second-named highway so closely as to constitute an immediate hazard during the time that the operator of such vehicle or tractor is moving across or within such intersection:

Any operator of a vehicle or tractor who shall fail to yield the right-of-way, as hereinbefore required, shall, upon conviction thereof, be subject to the penalties provided in § 350-6.[1]

§ 350-14 Unlawful to operate motor vehicles or tractors on highways closed for construction or repair. [1]

It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the Borough that is under construction, resurfacing or repair, in disregard of any official sign, barricade or notice that the same is closed to vehicular traffic. Any person who shall violate any provision of this section shall, upon conviction thereof, be subject to the penalties provided in § 350-6.

§ 350-15 Restrictions based on hazardous conditions and other safety factors.

By reason of hazardous traffic conditions and other safety factors, by authority granted by §§ 4902(a) and 4902(b) of the Vehicle Code, it shall be unlawful for any person to drive any vehicle or combination in violation of the restrictions prescribed below for that bridge or street or part of street:

Any person operating a vehicle or combination in violation of this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not less than $75 nor more than $500 plus costs.[1]

§ 350-16 Vehicles and trucks with three or more axles.

Vehicles and trucks with three or more axles shall not operate on North Chestnut Street, North Lincoln Street, North Harrison Street, North Franklin Street, North Green Street and Penn Street from East Broad Street to Main Street. North Grant Street and North Forge Road are hereby designated as alternate routes for said vehicles.

§ 350-17 Violations and penalties.

Any person who shall violate the provisions of § 350-16 shall, upon conviction thereof in a summary proceeding, be subject to the penalties provided in § 350-6.

§ 350-18 School speed zones.

It is hereby established that there shall be school speed zones on the following highways and locations and at the effective hours as indicated where and when the maximum speed limit for the operation of a motor vehicle or tractor shall be 15 miles per hour during days when the school in the particular location is open for the attendance of students:

§ 350-19 Violations and penalties.

Any person violating § 350-18 is subject to the penalties provided in 75 Pa.C.S.A. § 3365.
