The boundary limits of the Borough of Palmyra are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

A. 
It shall be unlawful for any person to park any vehicle at any place and time hereafter designated under Subsection B hereunder, or by resolution of the Borough Council for purposes of street sweeping; provided, however, that said area of prohibited parking be posted by the placement of temporary or permanent signs indicating the hours of prohibited parking at least 12 hours before the initial period of said time.
B. 
The following areas shall be designated and posted for prohibited parking during the months of April through September of each year, between the hours of 8:00 a.m. and 10:00 a.m., on the following days and streets:

No person shall park any vehicle in such a manner as to cause an obstruction, interference or menace to traffic, or cause danger to any person or injury to any person or property.

Upon a police officer of the Borough of Palmyra observing the violation of any parking restriction proscribed by the Pennsylvania Motor Vehicle Code[1] or Borough ordinance, excepting, however, Borough violations of § 350-28, Manner of parking not to interfere with moving traffic, the police officer shall place upon such vehicle a notice to the owner or operator thereof that said vehicle was parked in violation and instructing such owner or operator that such violator may be saved from prosecution and from payment of fine and costs by payment in lieu thereof the penalty sum of $25 or such sum noted below for specific violations, for the use of the Borough within 48 hours after the time of such notice by depositing said penalty sum into the after-hours drop box located at the Borough of Palmyra Municipal Building within such time limit or hand delivery of same to the office of the Borough of Palmyra Chief of Police. The penalty sum for a parking ticket for violation of handicapped parking restrictions at § 350-26 shall be $50. The penalty sum for a parking ticket for a violation of the provisions of § 350-32F concerning parking of in-operable or unregistered or illegally registered vehicles shall be $50.

Any person violating any of the provisions of this article shall, for each and every such violation, upon conviction thereof, be subject to the penalties provided in § 350-6.[1]

A. 
It shall be unlawful for any person to park, or allow to remain parked, on any street within the Borough any commercial vehicle, boat, recreational vehicle, or trailer with the exceptions that (i) recreational vehicles shall be permitted to load and unload for a period of time not to exceed 48 consecutive hours upon notification to the Police Department and (ii) contractors performing work on a property fronting on such street may be permitted to park commercial vehicles, trailers, and equipment necessary for such work for a period of time not to exceed the number of days estimated for the completion of work upon notification to the Police Department of the location of the work, duration of the work, starting date of the work, and identification of the vehicles, trailers and equipment to be so parked.
B. 
Any person violating the provisions of this section shall be penalized pursuant to § 350-30.[1]

A. 
Parking in prohibited areas. When signs are erected lawfully giving notice thereof, no person shall park a vehicle at any time upon any of the streets or parts of streets designated and posted as prohibited parking areas.
B. 
Parking limited in designated areas. When signs are erected lawfully giving notice thereof, no person shall park vehicle longer than the time permitted upon any streets or parts of streets designated and posted as limited parking areas.
C. 
Parking prohibited in specific areas. Except when necessary to avoid conflict with other traffic or to protect the safety of any person or in compliance with law or the direction of a police officer or other traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
In a lane of traffic.
(b) 
On a sidewalk.
(c) 
Within an intersection.
(d) 
On a crosswalk.
(e) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices.
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(g) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(h) 
On any railroad tracks.
(i) 
In the area between roadways of a divided highway, including crossovers.
(j) 
At any place where official signs prohibit stopping.
(2) 
Stand or park a vehicle:
(a) 
In front of a public driveway or in front of a private driveway upon complaint received.
(b) 
Within 15 feet of a fire hydrant.
(c) 
Within 20 feet of a crosswalk.
(d) 
Within 30 feet of upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of a roadway.
(e) 
Within 20 feet of the driveway entrance to any fire station or when properly sign posted, on the opposite side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(f) 
Where the vehicle would prevent the free movement of a streetcar, municipal bus or other means of public transportation.
(g) 
On limited-access highways unless authorized by official traffic control devices.
(h) 
At any place where official signs prohibit standing.
(i) 
At a yellow curb.
(3) 
Park a vehicle:
(a) 
Within 50 feet of the nearest rail or railroad crossing.
(b) 
At any place where official signs prohibited parking.
(c) 
In an alley less than 18 feet wide.
D. 
Blocking garage entrance. No person other than the owner or occupant of the garage shall park a vehicle at any time in front of, opposite to or in such a position as to block entrance to or exit by a vehicle from a garage, unless parking in front of the owner's garage by the owner/occupant limits access to other garages.
E. 
Greasing or repair work. No vehicle shall stand on any street or sidewalk for the purpose of greasing or repair except in case of emergency repairs.
F. 
Parking of inoperable or illegally registered vehicles.
(1) 
No person shall park or leave on the streets, highways or public property of the Borough any vehicle without current valid registration plates.
(2) 
No person shall park or leave on the streets, highways or public property of the Borough any vehicle without a current inspection sticker unless the vehicle is legally parked in front of, or in close proximity to, an official state inspection station which identifies said vehicle by work order specifying a state inspection will be performed within 24 hours. Additional work orders beyond the initial twenty-four-hour period are prohibited.
(3) 
No person shall park or leave on the streets, highways or public property of the Borough any vehicle deemed mechanically inoperable, except in case of emergency or disablement of the vehicle, in which case the operator, within 24 hours, must remove the vehicle from the street, highway or public property.
G. 
Parking prohibited on private property.
(1) 
No person shall park or leave unattended a vehicle on private property without consent of the owner or the other person in control or possession of the property, except in case of emergency or disablement of the vehicle, in which case the operator, within 24 hours, must show proof of the emergency or disablement and removal of the vehicle from the private property.
(2) 
The provisions of this section shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicles violates such posted restrictions. For the purpose of this section, a "private parking lot," means a parking lot open to the public or used for parking without charge; or a parking lot used for parking with a charge. The Borough hereby adopts the regulations promulgated by the Pennsylvania Department of Transportation which defines posting for public notice pursuant to 75 Pa.C.S. § 3353(b) and any amended or successor statute(s).
