A.
Houses and buildings within the Borough of Palmyra shall be numbered
as follows:
(1)
Main Street shall be the dividing line between north and south;
(2)
Railroad Street shall be the dividing line between east and west;
(3)
The initial point in numbering houses and buildings on streets extending
east and west shall be Railroad Street; and
(4)
The initial point in numbering houses and buildings on streets running
north and south shall be Main Street.
B.
All even numbers shall be on the south or east side of the street;
and all odd numbers shall be on the north or west side of the street.
It shall be the duty of each and every owner, agent or occupant
of each house or building in the Borough of Palmyra, within 30 days
after notice by the Borough, to cause the same to be numbered in accordance
with this chapter and the system hereby adopted.[1]
Numbers, as assigned to each building in the Borough according
to the provisions of this chapter, shall be affixed to or painted
upon or carved upon such building or upon a permanent standard, base
or support between such building and the street upon which the building
faces. Each number shall be at least four inches high with a stroke
width of 0.5 inch, in keeping with Section 505 of the International
Fire Code, shall be of such color and material as to be visible from
the street, and shall not be obscured by foliage or other obstruction.
The property owner shall constantly maintain such numbers in complete,
legible and unobscured form and shall reaffix or renew all numbers
that shall not continue to conform to the requirements of this section.
Any person who shall number any house or other building contrary
to this chapter and the system hereby approved,[2] or neglect to number his building or house upon notification
by Borough Council, and any person who shall alter, deface, remove
or destroy any house number required by this chapter shall, upon conviction,
be sentenced to pay a fine of not less than $100 nor more than $600,
plus costs of prosecution, and in default of payment of such fine
and costs, imprisonment not exceeding 30 days.
