It shall be unlawful for any person to engage in skateboarding
or to ride upon or propel any skateboard on any street or alley within
the Borough or on sidewalks on Main Street from Locust Street to Grant
Street and on Railroad Street from the railroad tracks to Maple Street.
This prohibition shall also apply to all municipal property and public
parks.
The parent of any child and the guardian of any ward shall not
authorize or knowingly permit the child or ward to violate any of
the provisions of this chapter relating to the operation of skateboards.
Any person skateboarding on permitted sidewalks shall yield
the right-of-way to any pedestrian and may not overtake or pass a
pedestrian while riding on a permitted sidewalk, but rather the operator
of the skateboard shall dismount from the skateboard and shall pass
or overtake the pedestrian on foot or wait until the pedestrian passes
prior to remounting the skateboard.
Nothing in this chapter shall be construed to permit any person
to operate a skateboard on an unrestricted sidewalk if the owner of
said unrestricted sidewalk elects to prohibit such activity; provided,
however, that if an operator of a skateboard disregards the property
owner's notice, written or verbal, not to skateboard, said disregard
shall not be deemed a violation of this chapter.
