GENERAL REFERENCES
Streets and sidewalks — See Ch. 314.
It shall be unlawful for any person to engage in skateboarding or to ride upon or propel any skateboard on any street or alley within the Borough or on sidewalks on Main Street from Locust Street to Grant Street and on Railroad Street from the railroad tracks to Maple Street. This prohibition shall also apply to all municipal property and public parks.
The parent of any child and the guardian of any ward shall not authorize or knowingly permit the child or ward to violate any of the provisions of this chapter relating to the operation of skateboards.
Any person skateboarding on permitted sidewalks shall yield the right-of-way to any pedestrian and may not overtake or pass a pedestrian while riding on a permitted sidewalk, but rather the operator of the skateboard shall dismount from the skateboard and shall pass or overtake the pedestrian on foot or wait until the pedestrian passes prior to remounting the skateboard.
Nothing in this chapter shall be construed to permit any person to operate a skateboard on an unrestricted sidewalk if the owner of said unrestricted sidewalk elects to prohibit such activity; provided, however, that if an operator of a skateboard disregards the property owner's notice, written or verbal, not to skateboard, said disregard shall not be deemed a violation of this chapter.

A. 
Any person who shall violate the provisions of this chapter shall, upon a first conviction thereof, be sentenced to pay a fine of not less than $25 and not more than $75 and costs and, for a second and subsequent conviction thereof, shall be sentenced to pay a fine of not less than $100 and not more than $1,000 and costs. Costs of prosecution shall include the Borough's reasonable attorneys' fees.
B. 
In the event that the person violating this chapter is a minor, the police officer issuing the citation shall notify the parent, guardian, or other person having legal custody of said minor of the violation.

As used in this chapter, the following terms shall have the meanings indicated, unless a different meaning clearly appears from the context:
BOROUGH
The Borough of Palmyra, Lebanon County, Pennsylvania.
MOTORIZED SKATEBOARD
Every vehicle, regardless of the number of its wheels in contact with the ground, that i) is designed to allow an operator to sit or stand; ii) has no manufacturer-issued vehicle identification number; iii) is powered in whole or in part by an electric motor; iv) weighs less than 100 pounds; and v) has a speed of no more than 20 miles per hour on a paved level service when powered solely by the electric motor. "Motorized skateboard" includes a vehicle with or without handlebars but does not include electric personal assistive mobility devices or electric-power-assisted bicycles.
POLICE DEPARTMENT
Any municipal or multimunicipal police department having jurisdiction within the corporate boundaries of the Borough.
SKATEBOARD
Any vehicle, device or conveyance with any number of wheels, with a riding surface of any design, upon which a person may place one or more feet, and which is designed to be, and can be, propelled by human power or which can be a motorized skateboard, and which is not classified as a pedalcycle in the Pennsylvania Vehicle Code.[1]
