The following are established as the metered parking lots established
by this Borough:

Parking meters installed in the parking lots shall be placed immediately adjacent to the individual parking spaces that shall be marked off and maintained in the lots. For each parking meter there shall be a clear indication, through use of a directional arrow or an identification as to number with the parking space, to show which individual parking space it serves. Each parking meter shall indicate by a proper legend the parking rate and the maximum parking time established by § 260-58 of this article, and when the parking space is occupied and the parking meter put into operation by the insertion of one or more coins, the parking meter shall indicate on and by its dial and pointer the duration of legal parking and, upon the expiration of that period, shall indicate illegal parking or over-parking.
Borough Council, at its discretion, may provide, at convenient
and suitable locations in any one or more of the metered parking lots,
reserved parking spaces for handicapped and shall designate those
spaces by appropriate signs. It shall be unlawful and a violation
of this article for any person to park in any such reserved parking
space any vehicle unless that vehicle bears or displays either a handicapped
registration plate, a handicapped parking placard, a disabled veteran
registration plate, or a disabled veteran placard.
Lines and/or markings shall be painted or placed upon the surface
of the metered parking lots, adjacent to each parking meter, for the
purpose of delineating the parking space for which that meter shall
be used. Every vehicle parked adjacent to any parking meter shall
be parked wholly within the lines or markings so placed and applicable
to that meter. It shall be unlawful and a violation of this article
for any person:
It shall be unlawful for any person to park a vehicle in any
metered parking lot:
Whenever a vehicle is to be parked in any metered parking lot
at any time when the lot is open for use and the meters are to be
in operation, the driver of the vehicle, upon entering the parking
space, shall immediately deposit or cause to be deposited in the proper
parking meter one or more proper coins of the United States of America
as specified in the legend on the parking meter. Upon the deposit
of the coin or coins and placing the meter in operation, the parking
space may be lawfully occupied by the vehicle for the time indicated
on the meter. If any vehicle remains in any such parking space for
such length of time that the meter indicates that the lawful parking
time has expired, that vehicle shall be considered as being parked
overtime, and the parking of a vehicle overtime shall be a violation
of this article, provided that every hour that a vehicle remains parked
at a meter showing a violation shall constitute a separate violation
of this article.
It shall be unlawful for any person to deposit in any parking
meter installed under the provisions of this article any slug or other
substitute for a coin of the United States of America, with the exception
of merchants' tokens.
It shall be unlawful and a violation of this article for any
person to permit a vehicle to remain in a parking space adjacent to
a parking meter installed under this article when that meter displays
a signal indicating that the vehicle has already been parked there
beyond the period of time prescribed for that parking space or the
time for which a coin or coins was deposited in that meter for the
parking of that vehicle.
It shall be unlawful and a violation of this article for any
person to deface, tamper with, open or willfully break, destroy or
impair the usefulness of any parking meter installed under the provisions
of this article, provided that nothing in this section shall apply
to the servicing or opening of parking meters by officers, employees
or police officers of the Borough under the direction of the Borough
Council.
The metered parking lots established by this article shall be
for the use of passenger cars, passenger vans and pickup trucks only,
and it shall be unlawful for any person to park any other type of
vehicle in any of those lots.

A.
It shall be the duty of the police officers and parking enforcement
personnel of the Borough, acting in accordance with the direction
of the Chief of Police, to report:
(1)
The number of each parking meter that indicates that a vehicle occupying
the adjacent parking space is or has been parked in violation of any
provision of this article.
(2)
The date and hour of the violation.
(3)
The license number of the vehicle.
(4)
Any other facts, the knowledge of which is necessary for a thorough
understanding of the circumstances attending the violation.
B.
The police officer or other person making the report shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of this article and instructing the owner or driver to either report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $5 or to place the sum of $5, within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough within five days of the violation. If the fine is not paid within five days, the fine will increase to $10. Prompt payment will save the violator from prosecution and from payment of the fine prescribed in § 260-69A of this article.

A.
In lieu of depositing the proper coin into a meter, an individual
may utilize a parking permit purchased through the Borough on a monthly
basis. Permits may be utilized in all municipal parking lots. Parking
permits shall be displayed in the front window area of the vehicle
parked in a metered parking space. Permit applications are available
at the Zelienople Police Department.
B.
Monthly permit rate shall be $20 per month. Borough Council may amend
the permit rate in the future by resolution of Council.
C.
All Borough employees shall be able to park at no charge at the Municipal
Building parking lot during their work hours. A Borough employee parking
permit will be issued by the Borough to all employees who need to
use the Municipal Building parking lot. In order for an employee to
park at no charge, an employee shall display the provided parking
permit in the front window area of the vehicle in order to avoid being
ticketed for a metered parking violation.

A.
Spaces in municipal lots.
(1)
The off-street metered parking in the Municipal Building parking
lot (hereinafter the "parking lot") is hereby eliminated.
(2)
Seven parking spaces in the parking lot shall be reserved for
Borough office employees.
(3)
Eight parking spaces in the parking lot shall be reserved for
Zelienople Police Department vehicles and employees.
(4)
Four parking spaces in the parking lot in front of the entrance
to the Borough Building, including the handicapped parking space,
shall be reserved for "Borough Business Only," Monday through Friday
from 7:00 a.m. to 5:00 p.m.
(6)
With the exception of the parking spaces reserved for the Zelienople
Police Department vehicles and employees, parking by the general public
shall be permitted after 5:00 p.m. Monday through Friday and all day
on Saturday, Sunday and holidays.
(7)
No public parking is permitted in the parking lot any day from
2:00 a.m. to 7:00 a.m. unless written permission is provided by the
Zelienople Chief of Police.
B.
The penalty for violating the provisions set above shall be $10 if
paid within five calendar days. If the penalty is not paid within
five calendar days, the penalty shall increase to $25.

A.
All off-street metered parking in the Grandview and Spring Street
municipal parking lots are hereby abolished.
B.
All pay-by-space parking in the Grandview and Spring Street lots
are hereby abolished.
C.
Establish the new parking lot on the southeast corner of West New
Castle Street and Clay Street as a municipal parking lot. The lot
will be known as the "Town Center Lot."
D.
Rules and regulations for all municipal parking lots in Zelienople
Borough.
(1)
Maximum parking time is three hours Monday through Saturday
between the hours of 8:00 a.m. and 5:00 p.m.
(2)
All vehicles while parked must be within a defined parking space.
(3)
No trucks over 10 tons will be permitted in the parking lots
except for a local delivery.
(4)
No repair work of any vehicle shall be permitted in any municipal
lot unless permitted by the Chief of Police.
(5)
There will be no parking any day in any municipal parking lot
between the hours of 3:00 a.m. and 5:00 a.m. except by permit issued
by the Chief of Police.
(6)
Parking of any type of trailer is prohibited.
(7)
Vehicles towing trailers are prohibited.
E.
Fines.
(1)
The fine imposed for violation of Subsection D(1), three-hour maximum parking, shall be as follows: $25 issued on a municipal ticket. Failure to pay the ticket within 10 days will result in the violator being cited under the Borough ordinance with a fine of not less than $100 and not more than $500 plus costs.
(3)
The fine imposed for violating Subsection D(5) will be $25 issued on a municipal ticket. Failure to pay the ticket in 10 days will result in the violator being cited under the Borough ordinance with a fine of not less than $100 and not more than $300 plus costs.

Permit parking.
G.
Paid parking passes.
(1)
The Chief of Police may issue monthly paid parking passes.
(2)
The fee for paid parking passes shall be $25 per month.
(3)
Vehicles displaying the parking pass shall be permitted to park
in any of the three named municipal lots without time restriction.
Paid parking passes do not provide exemption from the no-parking restriction
from 3:00 a.m. to 5:00 a.m.
(4)
Paid parking permits for the Borough building parking lot are
established in Ordinance No. 839 adopted on December 8, 2014.
H.
Clay Street and High Street. The two-hour parking restrictions on
Clay and High Streets are hereby abolished.
