Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this Part for any person to park a vehicle or allow it to remain
parked otherwise.

A.
Parking
on or blocking pedestrian access with vehicles which overhang above
sidewalks shall be prohibited at all times on any and all sidewalks
and/or curbs that abut any public or private street located within
the Borough of Red Hill. Signage need not be posted within the Borough
of Red Hill to provide notice of these restrictions. It shall be a
violation of this Part for any person to at any time park a motor
vehicle on any sidewalk and/or curb located within the Borough of
Red Hill or otherwise block pedestrian access with vehicles which
overhang above sidewalks within the Borough of Red Hill.

B.
The Fire Marshal, Mayor and/or such other parking enforcement officer
as may be designated by resolution of Borough Council from time to
time is hereby authorized to issue citations and impose fines for
a violation of this Section. Any owner/operator of a vehicle who violates
this Section shall, upon conviction, be sentenced to pay a fine of
$250 plus costs of prosecution. The parking enforcement officer noting
a violation shall place on such vehicle a notice that such vehicle
has been parked in violation of the provisions of this Section. Each
such owner and/or operator may, within 15 business days of the time
when such notice was attached to the vehicle, pay via cash, check
or money order, at the Red Hill Borough Hall during normal Borough
business hours, or online at the Borough Website www.redhillborough.org,
as a penalty for and as full satisfaction of such violation, the sum
of $25 to Red Hill Borough, in which event no prosecution in the manner
set forth in this Section shall be brought. In the event more than
15 business days have elapsed without full satisfaction of such violation
paid to Red Hill, owner/operator shall have up to 30 business days
after the date of the citation to pay a fine in the amount of $35
to the Borough of Red Hill, in which event no prosecution in the manner
set forth in this Section shall be brought. Thereafter, the citation
shall be turned over to the court for prosecution of the violation.
Owner/operator shall be responsible for court costs plus the applicable
fine if found guilty upon conviction.

C.
The vehicle involved in violating this Section may be subject to
removal by towing and to processing and storage fees at the owner's
expense. This remedy shall not be in lieu of but shall be in addition
to the fines imposed under § 15-402.B above.

A.
It shall be unlawful for any person to park, or to allow to remain parked, on any street or alley in the Borough any boat, bus, motorized bicycles, mopeds, minibikes, snowmobiles, scooters, all-terrain vehicles, go-carts, racers and like devices, farm machinery, industrial machinery, highway graders, trailers of any kind unattached to a motor vehicle, graders and semitrailers. Motor homes, campers or vehicles with an attached trailer or camper may park for a period of time as specified in Chapter 27, § 27-316, Subsection 3I, of the Borough of Red Hill Code of Ordinances.
B.

A.
A person
residing in the Borough of Red Hill who has been issued a disability
parking placard, disability parking registration plate, disabled veteran
registration plate or severely disabled veteran registration plate
may make written application to the Borough for on-street, reserved
parking in front of his or her residence in the form of a letter requesting
on-street reserved parking and enclosing a true and correct photocopy
of an unexpired, PennDOT-issued disability parking placard, vehicle
registration for a disability parking registration PennDOT-plate,
vehicle registration for a disabled veteran registration plate and/or
vehicle registration for a severely disabled veterans registration
plate, along with medical documentation for the application or renewal
of the placard or plate.

B.
In order
to maintain reserved on-street disability parking, the applicant shall
continually provide the Borough with a copy of a current, unexpired
disability parking placard and/or current vehicle registration for
any of the aforementioned disability parking registration plates along
with any required supporting medical documentation each time the applicant
applies for renewal to PADOT. In the event the applicant fails to
provide current copies of unexpired placards and/or vehicle registration
for plates, the Borough may revoke reserved on-street disability parking
privileges upon the expiration of 30 days’ written notice to
the applicant sent regular mail to the last-known address on file
with the Borough in conjunction with the reserved on-street disability
parking.
C.
The following
addresses are hereby authorized by Borough Council for the posting
of appropriate signing to designate on-street reserved disability
parking for a person with a disability parking placard, disability
parking registration plate, disabled veteran registration plate or
severely disabled veteran registration plate:

Fire Zones and Fire Lanes Created. There is hereby created a restricted
parking classification to be known as a "fire zone" or "fire lane,"
which zone or lane shall be located in such places as shall assure
access to fire and emergency vehicles and equipment at such commercial
establishments or residential areas within the Borough as may have
substantial numbers of persons entering therein or congested parking
and traffic situations or both.
2.
Parking Prohibited in Fire Zones and Fire Lanes. At every "fire zone"
or "fire lane" as shall be established hereunder, a sign shall be
posted on which the words "No Parking-Fire Zone" or "No Parking-Fire
Lane" shall appear. The entire zone or lane shall be marked off on
the pavement by painting of a prominent and contrasting color if required
by the Borough.
3.
Establishment of Fire Zones and Fire Lanes. The following areas are
hereby established as official fire zones or fire lanes:
A.
Eighteen feet around the building currently occupied by Redner's
Market and any future occupants.
B.
Thirty feet in front of the property located at 350 Main Street for
standpipe access.
C.
The portion of Cedar Court between 7th and 8th Streets.
D.
The entire community known as Preston Court located between 8th and
11th Streets, except for driveways and designated parking spaces.
E.
Thirty-five feet on either side of a fire hydrant.
F.
The portion of 7th Street between Byer Alley and the emergency easement
access area for the Villas at Red Hill.[1]

4.
Violations and Penalties. The Borough Fire Marshal is hereby authorized
to issue a parking ticket to any motor vehicle parked in a duly-marked
fire zone or fire lane as defined in this Section. The minimum ticket
amount for each event shall be $40 per violation for any guilty plea
paid within 10 days. Upon conviction, the Court may levy additional
fines not to exceed $300 per violation, plus costs of prosecution,
including attorney's fees as imposed by the Court in its discretion.
5.
Signage may be posted within the Borough of Red Hill to provide notice
of these restrictions and to authorize towing for violations. Where
towing signage is posted, the vehicle involved in violating this Section
may be subject to removal by towing and to processing and storage
fees at the owner's expense. This remedy shall not be in lieu of but
shall be in addition to the fines imposed under § 15-410.4
above.
