The fiscal year of the town shall begin on July 1 of each year
and end on June 30 of the year following.
Appropriation of Funds. No ordinance or resolution appropriating
money exceeding the sum set by the general laws of the Commonwealth
of Virginia shall be valid until at least three (3) days intervene
between the council meeting at which the resolution or ordinance is
introduced and the council meeting at which it is adopted.
