The following definitions shall apply in the interpretation and enforcement of this article:
COIN-OPERATED DRY CLEANING
The cleaning of textiles, fabrics, garments or other articles by the use of any solvent other than water in a dry-cleaning unit designed to be used or used by the general public. For the purposes of this definition the term "used by the general public" shall be deemed to refer to the insertion of such textiles, fabrics, garments or other articles into a dry-cleaning unit or the removal of the same from such unit by a person or persons other than by any employee of a dry-cleaning establishment or person owning and operating such establishment.
COIN-OPERATED DRY-CLEANING MACHINE
The machinery and equipment in which coin-operated dry cleaning shall be conducted.
No coin-operated dry-cleaning machine shall be used by the general public unless under the direct supervision of an employee of a coin-operated dry-cleaning establishment or a person owning and operating such establishment.
No coin-operated dry-cleaning machine shall be used by any person who is less than 18 years of age.
All coin-operated dry-cleaning machines shall be fitted with a device which would prevent the opening of the door of any such machine:
A. 
While such machine is in operation.
B. 
Until all solvent vapors have been removed from any textile, fabric, garment or other article, and from the drum in which the same shall be placed.
In the event that perchlorethylene or any chlorinated hydrocarbon is a component part of any solvent used in a coin-operated dry-cleaning machine, then such dry-cleaning machine may not be used:
A. 
If the odor of perchlorethylene or any chlorinated hydrocarbon is masked or altered in any fashion.
B. 
If the concentration of solvent vapor of such perchlorethylene or chlorinated hydrocarbon is greater than 100 parts of such vapor to 1,000,000 parts of air at any time and anywhere in the establishment in which such coin-operated dry-cleaning machines are in use.
No coin-operated dry-cleaning machine may be used unless directly in front of and behind any such machine there be gutters leading to a buried drain tank of sufficient size to accept all solvent contained in all coin-operated dry-cleaning machines in the establishment. The said gutters shall be so arranged as to cause solvent to drain into such tank by means of gravity flow.
In any coin-operated dry-cleaning establishment, solvent storage tanks, power boxes and other sources of danger shall be so situated as to be inaccessible to the general public.
All sludge removed from dry-cleaning filters must be placed and stored in tightly covered containers and may not be disposed of in leeching fields in areas having high-water tables.
Each coin-operated dry-cleaning machine shall be provided with an exhaust which shall terminate to the outer air in the following manner:
A. 
At least five feet above the roof, street, yard or court grade of the premises in which said machines shall be located.
B. 
All exhausts shall be under static pressure by reason of a mechanical fan.
C. 
The terminal of any exhaust shall be at least five feet from any window or ventilating opening if said ventilating window or ventilating opening lies on the same plane as the exhaust terminal; when the ventilating windows, or other ventilating openings lie on a plane which faces in the direction of the exhaust terminal, such terminal shall be at least 10 feet away from the same.
D. 
All direct equipment exhausts or vents shall be provided with mesh lint arrestors which shall be kept clean unless lint traps are provided on the dry-cleaning units.
A. 
Any person, association or corporation violating any provision of this article shall be subject to penalty not exceeding $100 for each and every violation, and in addition thereto, a violation of this article shall constitute disorderly conduct and a person violating same shall be deemed a disorderly person.
B. 
All parties in interest and citizens will be given the opportunity to be heard with respect to such proposed ordinance.

COIN-OPERATED LAUNDRIES
The washing and drying of textiles, fabrics, garments or other articles by the use of a mechanical washing or drying machine designated to be used or used by the general public.
EMPLOYEE
A person over the age of 18 years competent to manage, operate, and control the business of the establishment.
No coin-operated laundry establishment shall be open for use by the general public unless such establishment is under the direct supervision of a person owning and operating such establishment, or an employee of such owner, who shall be present in the premises during its business hours.
A. 
Any person, association or corporation violating any provision of this article shall be subject to a penalty not exceeding $100 for each and every violation, and in addition thereto, a violation of this article shall constitute disorderly conduct and a person violating same shall be deemed a disorderly person.
B. 
All parties in interest and citizens will be given the opportunity to be heard with respect to such proposed ordinance.
