No person, company or corporation operating or controlling any steam railroad in Fulton, nor any person in their employ, shall allow any street or highway within said City to be obstructed by engines or cars for a longer time than three minutes.

Notwithstanding the provisions of §§ 53 and 178 of the Railroad Law, no person, company or corporation operating or controlling any steam railroad within the City of Fulton, nor any person in their employ, shall run or allow to be run any train, car or locomotive at a greater rate of speed than 15 miles per hour within the corporate limits of said City.
No person, company or corporation operating or controlling any steam railroad in the City of Fulton, nor any employee of such person, company or corporation, shall blow any locomotive whistle within the corporate limits of said City, except as a signal of immediate and impending danger, nor put coal on the fire of any locomotive or engine within the corporate limits of said City, unless said locomotive or engine be exclusively used for switching purposes in said City.
Every person, company or corporation operating or controlling any steam railroad in the City of Fulton shall, when required to do so by the Common Council, and within 90 days after the service personally or by mail of a notice to such effect, protect any highway crossed by its roads or tracks at grade with gates or flagmen.
A violation of this chapter shall be punishable by a fine of not less than $10 nor more than $100 and by imprisonment in the Oswego County Jail until said fine is paid, not exceeding one day for each dollar of fine imposed.
