The members of the Council on Environmental Quality shall select a Chairman from among the members at the first meeting of the Council each year. They may establish such rules of procedure, consistent with law, as they believe will assist them in performing their functions under the Charter and other applicable law.

The County Executive shall designate a deputy appointed under Article III of the Charter to assist him in discharging his responsibilities under Article I of the Charter. In addition to the duties and functions assigned to this deputy by the County Executive or by local law, he shall assist the Council on Environmental Quality in ways that the Council deems appropriate therefor.

In addition to showing the relation between the proposed capital program and the County Executive's recommendations in the environmental area, the report on environmental quality shall:
A. 
Review the ecological status of the County, including the air, aquatic and terrestrial environments.
B. 
Describe current and foreseeable trends in the quality, management and use of those environments and the likely effect of those trends on the County's requirements.
C. 
Summarize the programs and activities of federal, state, County and local governments having an impact on the environment.
D. 
Assess the adequacy of the County's available natural resources, including its water supplies, in relation to its expected population.
E. 
Set forth the County Executive's program, including any recommendations for legislation, for remedying deficiencies concerning environmental matters.
F. 
Indicate, for each legislative recommendation made in the preceding year's report on environmental quality, the extent to which the recommendation was implemented.
G. 
Make recommendations as to what County-owned properties should be dedicated to the County nature preserve, the conservation of agricultural lands or historic trust; what properties not owned by the County should be acquired for purposes of dedication; and of what lands the development rights should be acquired.

Provision may be made in the County's capital program and capital budget under Article IV of the Charter for the acquisition of properties to be dedicated to the County nature preserve or historic trust.

A. 
Members of the County historic trust shall be the voting members of the Suffolk County Council on Environmental Quality.
B. 
The Suffolk County Department of Parks shall be the stewards of all properties, except roads, dedicated to the trust.
C. 
The Suffolk County Department of Public Works shall be the steward for all roads dedicated to the trust.
