A. 
Prior to the acquisition of any parkland by the County of Suffolk, by purchase or condemnation, the County shall seek the opinion of the town boards and incorporated village boards within which the proposed acquisition of parkland is located. The County Executive shall, by written communication, contact the town supervisor(s), every member of the town board(s), the incorporated village Mayor(s) and the incorporated village trustees, in the municipality or municipalities within which the property is located. The communication shall state the location of the parcel and its designated usage that the County wants to acquire. The communication shall further request that the town board(s) and incorporated village board(s) adopt a resolution either approving or disapproving the proposed acquisition by the County.
B. 
The County of Suffolk may acquire such parkland upon the board's adoption of a resolution approving such acquisition or upon the board's failure to take final action on such a resolution within 60 days of the request of the County Executive. The adoption of a resolution approving said project or the failure to take final action within 60 days shall be considered irrevocable by the County of Suffolk for the purposes of this section.
C. 
When the boards involved adopt a resolution disapproving the proposed acquisition, the County of Suffolk shall not acquire such parkland by purchase or condemnation unless, by separate Legislature resolution, the Suffolk County Legislature approves such acquisition by an affirmative vote of 2/3 of the total membership.
D. 
The procedures set forth in this section shall take place as soon as practicable after the County has established a current interest in the acquisition of lands for park purposes.

Such portions of that County property in the Town of Huntington, commonly referred to as "Coindre Hall," which are not devoted or assigned to other specific uses, shall be under the temporary or interim jurisdiction of the Department of Parks, Recreation and Conservation until the further order of this Legislature following a decision as to its permanent use.

The Suffolk County Department of Parks, Recreation and Conservation shall be the stewards of all properties, except roads, dedicated to the County historic trust.

The manager of the historic trust properties shall be a position in the Department of Parks, Recreation and Conservation.

A. 
The County Executive is authorized to execute an agreement with the Long Island Maritime Museum to provide space for the museum. The museum shall provide all artifacts and exhibits to which it has title or shall acquire title during the term of the agreement to the County to be exhibited at the museum facility at the Suffolk County Park at West Sayville. Such agreement shall be under such terms and conditions as shall be mutually agreeable to the County Executive, Commissioner of Parks, Recreation and Conservation, Board of Trustees of the Suffolk Marine Museum, and the Parks and Recreation Committee or any successor committee of the County Legislature.[1]

B. 
The Commissioner of the Suffolk County Department of Parks, Recreation and Conservation is hereby directed, pursuant to § C28-4A of the Suffolk County Charter, to renegotiate the agreement with the Long Island Maritime Museum, so as to provide the County Legislature with control over the appointment of three members made to the Long Island Maritime Museum's Board of Trustees, as follows:
(1) 
The Commissioner of the County Department of Parks, Recreation and Conservation, or his or her designee;[2]

(2) 
The Chairman of the Parks and Recreation Committee, or any successor committee, of the County Legislature, or his or her designee; and
(3) 
One additional member appointed by the County Legislature.
C. 
Such agreements shall be under such terms and conditions as shall be mutually agreeable to the County Executive, Commissioner of Parks, Recreation and Conservation, Board of Trustees of the Suffolk Marine Museum and the County Legislature.

It is the intention of the Suffolk County Legislature to support the transfer of the jurisdiction and management of the Hawkins-Jacobson douse from the Department of Public Works, the Department of Buildings and Grounds and the Department of Land Management to the Department of Parks. The Department of Parks will work in conjunction with the Yaphank Historical Society, which will act as historical guardian pursuant to the historic trust manual.

A. 
The Suffolk County Family Camping Advisory Board is hereby created, to consist of seven members, all of whom shall be residents of Suffolk County. The Board members shall be appointed as follows:
(1) 
One member selected by the County Executive to represent the general public;
(2) 
One member selected by the Presiding Officer of the Suffolk County Legislature to represent general park users; and
(3) 
Five members to be selected by the County Legislature to represent family campers.
B. 
The initial term of each member shall be three years commencing on January 1, 1990, and shall expire on December 31, 1992. All subsequent terms shall be three years, measured from that expiration date.
C. 
The Chairman of this Board shall be selected by the Presiding Officer of the Suffolk County Legislature.
D. 
The members of this Board shall serve without compensation and shall not be reimbursed for any actual expenses incurred in connection with their official duties. The ex officio member shall receive no reimbursement nor any compensation.
E. 
The Commissioner of the County Department of Parks, Recreation and Conservation shall be an ex officio member of this Board and shall have no vote.
F. 
This Board shall hold at least three meetings per year and shall adopt all necessary rules for its own proceedings.

It shall be the function of the Family Camping Advisory Board to act as an advisory body to the County Department of Parks, Recreation and Conservation. The activities of the Board shall include but not be limited to the following:
A. 
To concern itself with any and all matters pertaining to family camping within the County.
B. 
To make recommendations to the Department on any and all matters pertaining to family camping within the County.
C. 
To cooperate with and assist residents of the County on matters beneficial to family camping activities.
D. 
To make recommendations to the Department to encourage, promote and assist in the establishment, location, preservation and expansion of family camping activities within the County which are beneficial to the general welfare of family campers within the County.
E. 
To advise, assist and cooperate with other agencies of the County, other municipalities, any regional or bicounty agencies, boards or commissions and private enterprise, whether within or outside the County, on any and all matters pertaining to family camping within the County.
F. 
To survey available family camping sites and accompany, upon request, prospective family campers in visiting and selecting suitable locations within the County.
G. 
To research and analyze available family camping data, especially reports produced by local agencies and institutions, and to recommend specific development plans and strategies based on such data.
H. 
To make recommendations to provide specialized assistance and services to family campers.
I. 
To make recommendations to obtain, utilize and offer suitable sources of state, federal and private funds which can be used to further County family camping programs and benefit family camping activities.
J. 
To make recommendations to undertake a full-time program of family camping promotion.
K. 
To make recommendations to offer information as to park rules and available sites to Suffolk County family campers seeking such services.
L. 
To render to the Department and the County Legislature on an annual basis a written report of its activities and programs.
M. 
To perform such other responsibilities and duties as may be assigned by law or by the County Executive or the County Legislature.

In the event County parkland is acquired by New York State under its eminent domain power, the monies received by the County as compensation shall be deposited in a new or existing capital project account which is dedicated to the acquisition of parkland.
