The County Executive is hereby authorized to enter into an agreement with the Suffolk County Society for the Prevention of Cruelty to Animals, Inc. (SPCA) whereby the Society shall develop and administer a program in responsible dog ownership and shall investigate violations involving cruelty to animals and enforce such laws within Suffolk County.

A. 
The payment for such services shall not exceed and shall be limited to those funds available to the County for such purposes from dog license fees as provided in Agriculture and Markets Law § 110, Subdivision 1, as amended.
B. 
The Suffolk County Comptroller shall pay to the Society, on a monthly basis, those funds as are received and available for such purposes pursuant to Agriculture and Markets Law § 110, Subdivision 1, as amended, as more particularly provided in the executed agreement.

The term of this agreement shall be biennial, consistent with the calendar year, subject to renewal on a biennial basis unless terminated in accordance with the terms of the agreement.

A. 
The Suffolk County Society for the Prevention of Cruelty to Animals in Suffolk County (SPCA) is hereby authorized and empowered to maintain, at no cost and expense to the County of Suffolk, a registry of all reports of animal bite incidents forwarded to it by the Suffolk County Police Department in order to provide such information to the public and to verify the existence of current rabies inoculations for such animals involved in animal bite incidents.
B. 
The SPCA shall provide access to such registry by the County Department of Health Services.

A. 
The County Police Department is hereby authorized, empowered and directed, pursuant to Article XIII of the Suffolk County Charter, to forward a copy of all reports of animal bite incidents reported to it to the SPCA, as well as to the County Department of Health Services, either in writing or by FAX transmission, and also to the animal control shelter in the town in which the bite incident occurred.
B. 
Any ambulance corps or rescue squad responding to an incident that involves an animal bite shall send a copy of its personal case report to the County Police Department, to the SPCA and also to the animal control shelter in the town in which the bite incident occurred.[1]
