Minor land divisions require approval under this chapter.
Prior to submitting a certified survey map (CSM) for review
and approval, it is recommended that the subdivider consult with the
Town of Holland, Sheboygan County, and/or any municipality or agency
having approval jurisdiction, for assistance and to become informed
of the purpose and intent of the applicable codes and ordinances adopted
by the Town of Holland, Sheboygan County, and/or any municipality
or agency having approval jurisdiction.
A.
A certified survey map (CSM) prepared by a registered land surveyor shall be required for all minor land divisions. It shall comply with the requirements of § 236.34, Wis. Stats., the Sheboygan County Code of Ordinances Chapter 70, Chapter 71, and Chapter 72, Chapter 330, Zoning, Town of Holland, and this chapter.

B.
The subdivider shall file with the Clerk of the Town Plan Commission
one full-size hard copy and one electronic copy, in PDF format, of
the CSM and related complete application which includes all documents
and written submittals required for the review of the application
accompanied by the application fee, as identified in the Town of Holland
Fee Schedule, established by the Town Board. During the Plan Commission
review of the documents submitted, the Plan Commission shall determine
if the application is complete. The Clerk of the Town Plan Commission
shall distribute a copy of the CSM and application to all applicable
Town professional staff for review.

C.
Within two days from the date of filing of the CSM, the subdivider
shall transmit a copy of the CSM to the following for their review
and recommendation concerning matters within their jurisdiction:

The Town Plan Commission shall recommend approval, conditional approval or rejection of the CSM based on a determination of conformance with the requirements of § 220-35A of this chapter and shall transmit the CSM along with its recommendation to the Town Board.

The Town Board shall within 90 days from the date of filing of the complete and official CSM and related complete application which includes all documents and written submittals required for the review of the application (unless the time is extended by agreement with the subdivider}, approve, approve conditionally, or reject the CSM based on the recommendation of the Town Plan Commission and determination of conformance with the requirements of § 220-35A of this chapter. If the CSM is rejected, the reason(s) shall be stated in the minutes of the meeting and a written statement forwarded to the subdivider. If the CSM is approved or conditionally approved, the conditions of approval shall be stated in the minutes of the meeting and a written statement forwarded to the subdivider. Failure of the Town Board to act within 90 days, or extension thereof, shall constitute approval.

The CSM shall be recorded with the Sheboygan County Register
of Deeds after the certificates of the Town of Holland, Sheboygan
County, any municipality or agency having approval jurisdiction, and
the surveyor are placed on the CSM. The subdivider shall record the
CSM within six months after the last date of the approval and within
24 months of the first approval. The subdivider shall provide the
Town of Holland with one copy of the recorded CSM for permanent filing.
