The Borough of Paxtang is connected to and discharges sanitary
sewage and industrial waste into the advanced wastewater treatment
facility of the City of Harrisburg pursuant to the Second Supplemental
Agreement dated September 15, 1976, among the City of Harrisburg,
the Harrisburg Sewage Authority, and various suburban municipalities,
including the Borough of Paxtang, as well as the supplements and amendments
to such Agreement. It is incumbent upon the City of Harrisburg and
therefore upon the Borough of Paxtang, pursuant to the provisions
of Second Supplemental Agreement of September 15, 1976, and its supplements,
to comply with the Federal Water and Pollution Control Act, also known
as the Clean Water Act of 1997, as amended, 33 U.S.C. § 11251
et seq., in relation to pretreatment of industrial waste collected
and discharged into the advanced wastewater treatment facility of
the City of Harrisburg. The purpose of this part is to implement,
as appropriate, provisions necessary to effectuate such compliance.
Inasmuch as it is principally the City of Harrisburg which will be
administering and enforcing the provisions of this part, the references
in the part to the City of Harrisburg are intentional and proper.
