GENERAL REFERENCES
Emergency access in campgrounds — See Ch. 155.
As used in this chapter, the words or phrases shall have the meaning indicated unless otherwise required by the context:
BUILDING
Includes all houses, dwellings, residences, stores, businesses and other buildings that are occupied for commercial, industrial, recreational and public use, which front on or access any street in the Township.
BUILDING COMPLEX
Any property or lot on which multiple buildings are located and occupied, and such buildings require individual identification in addition to the official street address for the purposes of 9-1-1 locatable mailing addressing, including for the sake of definition, but limited to, campgrounds and camping areas, residential apartments, marinas, business and industrial complexes, and governmental complexes.
PRIVATE STREET
Any undedicated byway or other street on private property or on property of the State of New Jersey, where buildings front upon that private street which is not designated as a street by the Township of Washington, including for the sake of definition, but limited to, private streets in campgrounds and camping areas, marinas, business or industrial properties, and governmental complexes.
STREET
Any street, paved or unpaved, road, highway, byway, alleyway or avenue for the passage of motor vehicles and pedestrians, whether paved or unpaved, identified on the official Tax Map and/or street map prepared in conjunction with implementation of the 9-1-1 program of the Township of Washington and located within Township borders.
A. 
The Township Committee or its delegate shall be authorized to name or change the name of streets within the Township and provide for the erection thereon of signs showing the names thereof and guideposts for travelers at the expense of the Township and shall provide for the identification of said streets on the Official Road Map of the Township. Township responsibility shall not extend to county, state or private streets or county road mile markers.
B. 
Any further street name changes may be made by the Township Committee by a resolution duly adopted setting forth such changes and authorizing the amendment of the Road Map to reflect them.
The Township Committee or its delegate shall plot on the Tax Map of the Township or otherwise identify or list all the properties which now or hereafter front on any street and shall designate and assign a number therefor.
A. 
The Township Committee or its delegate shall designate and assign an official address for all buildings which now or hereafter front on any street. The Township Committee or its delegate shall send each building owner or occupant a notice of the official address, which notice shall appear in substantially the following form:

B. 
The owner or occupant shall utilize such official address at all times.
A. 
The owner or occupant of any building for which an official number is designated shall be required at his own expense to place the official number on the structure or a post so that it is clearly visible from the street on which the building fronts. If a post is utilized, the number shall be placed no less than four feet and no greater than six feet above the ground level.
B. 
If the official number cannot be displayed on the structure or a post so as to be clearly visible from the street, it shall be displayed at the end of the driveway to the building so that it is clearly visible from the street on which the building fronts. The number shall be placed on a post no less than four feet and no greater than six feet above the ground level or on a rural mailbox, provided that it is located on the same side of the street as the building and is at the driveway intersection with the street.
C. 
Figures at least three inches high shall be used to display the official number. The figures shall either be of light-reflective material which contrasts in color with the background for the figures, or black in color when on a white background, or white when on black, or black when on a silver- or aluminum-colored background.
A. 
Buildings with rural mailboxes located on the same side of the street on which the building fronts shall have the official number displayed on both sides of the mailbox. The figure requirements of § 303-5 shall apply to numbers.
B. 
Buildings with rural mailboxes located on the opposite side of the street on which the building fronts shall have the official number displayed on both sides of the mailbox. The official number shall also be displayed on the building or post as required in § 303-5. The figure requirements of § 303-5 shall apply to numbers.
C. 
Buildings with mailboxes clustered with others shall have the official number displayed on both sides of the mailbox and additionally shall have the number displayed on the post or building as required in § 303-5.
D. 
Buildings with mailboxes that are located on a street other than that on which the building fronts shall have the street name of the official address displayed in one-inch-high lettering on both sides of the mailbox and, additionally, shall have the number displayed on the building or post as required in § 303-5, House numbering requirements.
A. 
Within 30 days of the effective date of this chapter, the owner of the property on which a building complex is located, wherein the individual buildings require individual identification in addition to the official street address for the purposes of 9-1-1 locatable mailing addressing, shall identify the aforesaid buildings to the Washington Township 9-1-1 Coordinator and request that the Township document the additional addressing. The identification of the individual buildings within the complex shall include, but not be limited to, the tax block and lot numbers of the property; a map of the property which indicates the frontage or access to streets, private streets, and the location of the individual buildings for which addressing is required; and a specific identification for each building to be addressed, either by name, number or other means which is compatible with 9-1-1 addressing. The Township 9-1-1 Coordinator may request such additional information as may be necessary to make a determination, in cooperation with the Burlington County 9-1-1 Coordinator, as to the additional addressing identifications.
B. 
It shall be the responsibility of the property owner, upon notification by Washington Township, to inform any occupants or tenants as to the appropriate individual address identifications for their respective buildings and to display the additional identification by name, number or other approved means either on the individual buildings or a post that is clearly visible from either the street or private street. The figure requirements of § 303-5, House numbering requirements, shall apply to the identifying names, numbers or other approved means.
Upon any subdivision of land in the Township resulting in new streets and in lots other than those delineated on the Tax Map, the Township Committee or its delegate shall assign a name to each new street and a number to each lot resulting from the subdivision which shall be in proper numerical sequence in relation to the numbers assigned to other lots fronting on the same street. The Township shall, prior to such assignment, consult with Burlington County 9-1-1 officials to advise them of such proposed naming/numbering system. The Secretary of the Washington Township Planning and Zoning Board shall, upon approval of any subdivision or other Board action which may affect property addresses, forward to the Township and County 9-1-1 Coordinators a copy of said subdivision plat or a memorandum outlining the Planning and Zoning Board's action. The Planning and Zoning Board shall consult with the Township and County 9-1-1 Coordinators to resolve any conflict or other problem with the Planning and Zoning Board action taken as it may relate to the 9-1-1 process.
No person shall erect or maintain a private street or lane sign which fronts on or is readily visible from a designated street of the Township. All nonconforming signs shall be removed at the owner's expense within 30 days of the effective date of this chapter.
The Mayor shall appoint a 9-1-1 Coordinator for a one-year term commencing each January 1. On final passage of this chapter, the Mayor shall appoint a 9-1-1 Coordinator for the balance of the year 1993.
The Washington Township Committee hereby adopts as the Official 9-1-1 Township Road Map, the map prepared by Kluk Consultants on March 21, 1993, last revision May 24, 1993, said map shall be kept on file with the Township Clerk as well as with the 9-1-1 Coordinator.
This chapter shall take effect upon final passage and publication according to law. The numbering requirements of §§ 303-3 through 303-8 shall become effective immediately upon approval and implementation of the 9-1-1 locatable mailing address system by the United States Postal Service; and the requirements for house, building complex and mailbox numbering shall be met within 30 days of the notification of new 9-1-1 addresses by the Township Clerk.
A. 
Any person, firm or corporation failing to conform to either § 303-5, House numbering requirements, or § 303-7, Building complex numbering requirements, with respect to the numbering of buildings either owned or occupied by him, after receiving notice to do so from Washington Township or its delegate, shall be fined $1 for each day during or on which a failure to so number continues, after 30 days from the date of the notification.
B. 
Any person, firm or corporation violating § 303-9 of this chapter shall be subject to a fine of not less than $25 nor more than $100 for failure to remove a nonconforming private street or lane sign.
C. 
Any person who destroys, defaces or alters a street sign shall be subject to a fine of not less than $50 nor more than $100 for each sign destroyed, altered or defaced.
