Any person desiring to engage in or carry on the posting of handbills and erection of signs, flyers or banners for advertising purposes shall comply with the posting regulations in this article.
A. 
Any person desiring to engage in or carry on the posting of handbills, erection of signs, or posting of written materials or banners for advertising purposes shall be subject to the application requirements and application review standards set forth in § 13-704 of this Part. In addition, such applicants shall further describe in detail the handbill or items to be posted.
B. 
No such flyer, banner, handbill or sign permitted to be erected or posted shall be in effect or be permitted to be posted or erected for a period of longer than 10 days from the date of approval of the application.
C. 
The posting of all political posters and handbills for the purpose of electoral campaigning within the Borough can be initiated for 30 days from the permit date as issued by the Codes Department. All posters and handbills must be removed from the public right-of-way within 10 days of the primary or general election day.

No sign, handbill, flyer, poster or banner shall be posted or sign erected on any lamppost, public utility pole, shade tree or any public building, property or structure, except as may be permitted by law or by an issued license.
2. 
Any sign, handbill, flyer, poster or banner which is erected within the Borough may be posted or erected for a maximum period of 10 days.
3. 
All such written materials posted or erected shall be tied on, and in no event shall any bill or sign having an adhesive backing be posted or erected on any surface. The use of nails or staples is strictly prohibited.

Any person, firm or corporation who shall violate any provision of this Part, or who fails to secure the license required thereby, or to renew the said license, as the case may be, shall, upon conviction thereof, be sentenced to pay a fine of not less than $100 nor more than $600, plus costs, and, in default of said fine and costs, to a term of imprisonment not to exceed 30 days, or both. Each day that a violation of this Part continues shall constitute a separate offense.
