The Township shall establish a fee schedule covering all costs associated with project plan review, administration, and inspections, from time to time, pursuant to resolution of the Board of Supervisors. All fees shall be paid by the applicant. No approval, or issuance of any building or occupancy permit, or the commencement of any earth disturbance at a project site within the Township, shall proceed until all requisite fees have been paid.
The fees required by this chapter shall, at a minimum, cover:
A. 
Administrative and clerical costs.
B. 
The review of the project plan by the Township and the Westmoreland County Conservation District.
C. 
The site inspections, including but not limited to preconstruction meetings, inspections during construction of stormwater BMPs, and final inspection upon completion of the stormwater BMPs.
D. 
Any additional work required to enforce any provisions of this chapter, correct violations, and assure proper completion of stipulated remedial actions.
