The purpose of this district is to provide retail shopping and service facilities that serve the needs of the residents of immediate neighborhoods in appropriate locations to allow convenient access and to minimize traffic impacts on neighborhoods and local streets.
In the C-1 Neighborhood Service District, only the following uses are authorized:

Essential services.

Financial institution.
(n) 
Florist shop.
(o) 
Food store.
(p) 
Forestry, subject to § 350-104.
(q) 
Laundromat.
(r) 
Newsstand.
(s) 
Oil and gas well operations, subject to § 350-107.
(t) 
Personal services.
(u) 
Pharmacy.

Public utility building or structure.

Restaurant, carry-out.

Transitional dwelling, subject to § 350-93A(22).

C. 
Uses by special exception.
(1) 
Principal uses.
(a) 
Apartment above office or retail, subject to § 350-93A(4).
(b) 
Car wash, subject to § 350-93A(9).
(c) 
Comparable uses not specifically listed, subject to § 350-93A(14).
(d) 
Temporary use or structure, other than a temporary construction trailer, model home or sales office, subject to § 350-93A(39).
(2) 
Accessory uses: none.
In the C-1 Neighborhood Service District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific conditional uses and uses by special exception contained in Article XV.
A. 
Minimum lot area:
(1) 
Without public sewers: one acre (43,560 square feet).
(2) 
With public sewers: 0.5 acre (21,780 square feet).
B. 
Minimum lot width: 100 feet.
C. 
Maximum lot coverage: 35%.
D. 
Minimum front yard: 40 feet.
