There is hereby established a Highway Safety Commission, which shall consist of eight members who shall be appointed by the Mayor, with the approval of the City Council, and who shall serve without compensation. The Commission shall be composed of the following: The Chief of Police, his designate or a member of the Police Commission; the Planning Director, his designate or a member of the Planning Board; the Director of Public Works, his designate or a member of the Department of Public Works; the Fire Chief, his designate or a member of the Fire Department; a member of the Laconia Board of Education; a member of the medical profession or of the hospital administration; and two members of the general public.

The terms of each member of the Highway Commission shall be three years or until the member’s successor is appointed and qualified, except that upon the appointment of said Commission in February 2010, the Police representative, the Planning representative and one member of the general public shall serve until the fourth Tuesday of March 2011; the Public Works representative, the Fire Department representative and the medical or hospital representative shall serve until the fourth Tuesday of March 2012; and the member of the Board of Education and one member of the general public shall serve until the fourth Tuesday of March 2013; and annually thereafter on the fourth Tuesday of March, the Mayor, with the approval of the Council, shall appoint members as the terms expire.
The Commission shall organize annually by choosing one of its members to act as Chairman and one to act as Clerk and shall keep a record of its proceedings, issue all notices and licenses and attest all such papers and orders as the Commission shall desire or may be required to do by virtue of this chapter.
A. 
The Commission shall have the authority, subject to ratification by the City Council, to develop and coordinate a highway safety program for the City of Laconia, including but not limited to periodic motor vehicle inspection, motorcycle safety, driver education, driver licensing, traffic ordinances and laws for driving under the influence of alcoholic beverages, identification and surveillance of accident locations, traffic records, emergency medical services, highway design, construction and maintenance, traffic control devices, pedestrian safety, police traffic services, and accident cleanup.
B. 
The Commission shall review these and other standards to determine what may be applicable to the City of Laconia and shall develop programs from the applicable standards to be submitted to the City Council for its approval.
C. 
The Commission shall also make recommendations to appropriate agencies and bodies of the state government, subject to the approval of the City Council.
A. 
A subcommittee of the Commission composed of the Chief of Police, his designate or a member of the Police Commission, the Planning Director, his designate or a member of the Planning Board and the Director of Public Works, his designate or a member of the Department of Public Works shall have the authority, subject to subsequent confirmation by the City Council, to establish rules and regulations governing the use of public streets, highways, parking lots and parking on any other city-owned property within the limits established by state law, including but not limited to or excluding other regulatory powers conferred, the installation of traffic control devices, the designation of throughways and stop streets; of curb parking zones and parking lots and the manner of their use, including areas for the installation of parking meters, the designation of public carrier stands and stops; curb loading zones; crosswalks, safety zones and streets at which drivers shall not make right or left turns.
B. 
The subcommittee is empowered to administer Chapter 221, Vehicles and Traffic, of the Public Ordinances of the City of Laconia, and, for the purposes of administration, the subcommittee's powers shall have the same force and effect as the provisions of said Chapter 221. The subcommittee may also amend from time to time such provisions of said Chapter 221 as may be deemed reasonably necessary, subject to subsequent ratification by the City Council. Such amendments or established rules and regulations shall take effect immediately upon compliance with the notice publication requirements set forth in § 41-6.
Notice of rules and regulations enacted by the subcommittee shall be published by causing the same to be inserted within one week in one or more daily newspapers printed and published in the City of Laconia before they are permitted to take effect. In addition, a complete set of rules and regulations shall be kept for the use and examination of the public at the City Clerk's office, the City Solicitor's office and at the Police Department.
