A. 
The City Manager shall prepare the full costs of actual compensation and employment for each calendar year beginning with the year ending December 31, 1990, for each employee of the City over which the City Manager has administrative authority and control. The Police Commission, the School Department and the Water Department shall prepare the full costs of actual compensation and employment for each such calendar year for each employee over which each such department has administrative authority and control, and each department shall submit this information to the City Manager. The City Manager shall publish all such full costs.
B. 
There shall be separate columns for:
(1) 
Job title, including full-time or part-time.
(2) 
Annual wages, salaried (S) or hourly (H).
(3) 
Other income, including overtime, stipends, bonuses and/or longevity.
(4) 
Subtotal of earnings as per W-2's.
(5) 
Pension contributions and health insurance benefits (type of plan will be footnoted).
(6) 
All other costs of employment, including but not limited to FICA taxes, state and federal unemployment taxes and worker's compensation insurance.
(7) 
Total cost of public employment.
C. 
The information pertaining to city departments shall be arranged alphabetically by departments, by position and within each department, from the highest compensation to the lowest based on Column No. 4, and that within the School Department, the information shall be grouped according to school and subgrouped according to grade.

This full disclosure of costs of public employment shall be made public on or before March 1 of each year.

This full disclosure of costs of public employment shall be made available, by name of employee, in the office of the City Clerk and at the Gale Memorial Library for a period of no less than 30 days beginning March 1 of each year. Copies of the full disclosure of costs of public employment shall be free of charge to the public.
This full disclosure of costs of public employment thereafter shall be published as an insert in the Comprehensive Annual Financial Report.
