No proposed street or part thereof shall be accepted by the
City until there has been submitted to the City Council a report by
the City Planning Board and the Director of Public Works that there
is a public need for such street and that said street shall conform
in a harmonious relationship to the future development of the City.
No street shall be accepted by the City Council until the person
or persons requesting the acceptance pay the total cost of the initial
improvement of grading and graveling the street to a cross section
and grade approved by the Director of Public Works and guarantee to
reimburse the City for such costs within such time as the Council
shall limit and post a corporate bond certified by the City Solicitor
as valid and enforceable by the City, in the amount and with surety
satisfactory to the City Council.
Applications by the owner or his authorized representative for
the acceptance of a street by the City shall be made, in writing,
to the City Council, along with a plan of the street. The plan of
the street shall be such as to meet the minimum requirements as detailed
herein and shall be approved by the Director of Public Works.
A.
The streets on all plans submitted shall be in harmony and coordination
with the existing street system of the City.
B.
Where the herein specified minimum widths may be impracticable, such
as in the continuation of some existing streets, the extension shall
be of a width at least as great as that of such existing streets.
C.
Where a plan is now on file and has been approved by the Director
of Public Works but the street or streets on said plan have not been
formally accepted by the City, then the plan widths of said street
or streets shall govern.
D.
Where the plan emitted covers only a part of the applicant's
tract, a sketch of the prospective street system of the unsubmitted
part shall be furnished so that the street system of the part submitted
may be considered in the light of adjustments and connections with
the street system of the part not submitted.
The street or streets on any plan submitted shall have satisfactory
access to an existing public street or public highway, with no reserve
strips controlling this access, except where the control of such strips
is definitely placed in the authority of the City under conditions
approved by the City Council.
A.
The minimum width for a street shall be 50 feet. This width shall
be measured from lot line to lot line.
B.
The requirement for width may be modified by the Director of Public
Works when the topography or other physical conditions make a street
of the required width impracticable or when, in his opinion, the street
in question should exceed the minimum width required.
Wherever necessary to permit the construction of curbs having
a minimum radius of 25 feet at the street corners without curtailing
the sidewalk to less than normal width, the property line at such
street corner shall be rounded or otherwise set back sufficiently
to permit such construction. Normally, the radius of the property
line shall be not less than 10 feet. Larger radii may be required
by the Director of Public Works when, in his opinion, such design
is advisable.
Streets designed to have one end permanently closed (culs-de-sac)
shall be provided at the closed end with a turnaround roadway having
a minimum radius for the outside curve of at least 60 feet.
As far as practicable, acute angles between streets at their
intersections are to be avoided, and where a deflection angle of more
than 10° in a street line occurs at any point on the street, a
curve of reasonable long radius is to be introduced.
Monuments shall be placed on the side lines of the street at
all angle points, all points of curvature and at such intermediated
points as shall be required by the Director of Public Works or at
related points approved by the Director of Public Works. The monuments
shall be of such material, size and length as may be fixed as a standard
by or approved by the Director of Public Works.
A.
All surveys and plans shall be made by a qualified engineer or surveyor
and certified to be correct.

Plans shall show the following information:
(1)
A title stating the date, scale, bench mark, name and address of
the applicant and of the surveyor and the name of the proposed street.
(2)
North point.
(3)
The location and ownership of abutting property.
(4)
The location and character of all rights-of-way or other easements
existing or proposed within the plan.
(5)
The length and bearings of all straight center lines of the street.
(6)
Lengths and radii and central angles of all curves in street center
lines and side lines.
(7)
All angle points or intersections of tangents and deflection angles
along the center line of the street.
(8)
Curves of street side lines at street intersections showing a radius
of not less than 10 feet, unless otherwise specified by the Director
of Public Works.
(9)
Locations and widths of all adjacent city streets of private ways,
with names.
(10)
Monuments at all points of curvature and changes in directions
of street side lines or where designated by the Director of Public
Works.
(11)
All natural objects and surfaces, such as waterway, natural
drainage courses, large boulders, ledges, stone walls, etc.
(12)
The natural surface of the ground, ordinarily to be represented
by figures of elevation. If, however, the topography is of such a
nature that the Director of Public Works cannot readily determine
the suitability of the street location, a contour map may be required,
together with the plan and profile.
(13)
The size and location of existing and proposed water mains and
their appurtenances, as determined and approved by the Superintendent
of the Waterworks Department and the Director of Public Works.
(14)
The size and location of existing and proposed sewer pipes and
their appurtenances, as determined and approved by the Director of
Public Works.
(15)
The size and location of existing and proposed sewer pipes and
their appurtenances, as determined and approved by the Director of
Public Works.
D.
Profile plans shall be drawn with:
(1)
A horizontal scale of one inch equals 40 feet.
(2)
A vertical scale of one inch equals four feet.
(3)
Existing center line in fine black solid line.
(4)
Existing right side line in fine black dotted line.
(5)
Existing left side line in fine black dash line.
(6)
Proposed center-line grades in heavy red lines, with figures in red,
showing grade elevation at every fifty-foot station, except in vertical
curves, which shall be at every twenty-five-foot station.
(7)
Elevations referred to the base in use by the City of Laconia.
(8)
Rates of gradient shown by figures.
(9)
The size and location of existing and proposed water mains and their
appurtenances, sewer pipes and their appurtenances and surface drains
and their appurtenances.
The zero or datum from which all elevations for street, sewer
and other city work shall be calculated shall be 100 feet below the
top of the Public Service company of New Hampshire iron water gauge
at Dixon's Point and shall be known as "City Datum."
Where the requirements for the acceptance of a street impose
greater or more stringent restrictions in some other section of the
City ordinances, codes or state laws, then the most stringent restrictions
shall apply.
