No person shall put or place or cause to be put or placed in
any street, lane, alley or other public place in the City any leaves,
branches, house dirt, ashes, garbage, shreds, shavings, filth, suds,
offal or other rubbish, except in such place and in such manner as
may be prescribed by ordinance.
No person shall sweep into, throw, place or drop in any public
street or common any cards, paper or any or obnoxious refuse, liquid
or solid matter or substance.
No person shall suffer his firewood, coal or other fuel, in
any quantity, to remain unnecessarily on any sidewalk or in any street,
lane or alley. If the same must of necessity remain after twilight
or through the night, the owner thereof shall place and keep a sufficient
light over or near the same for the protection of all persons using
such sidewalk, street, lane or alley.

No person or corporation shall put or place or cause to be put
or placed upon any sidewalk, street or grassed or otherwise City-maintained
area within the street right-of-way, except temporarily in loading
or unloading, any stand, box, barrel, trunk or other article which
obstructs or tends to obstruct the free passage of pedestrians, or
which might interfere with the maintenance of that area as determined
in the sole discretion of the Director of the Department of Public
Works.
Three or more persons shall not stand or loiter in a group or
near each other on any footpath or sidewalk in the City so as to obstruct
the free and unimpeded passage of foot passengers thereon, and any
person obstructing any footpath or sidewalk by standing or loitering
thereon shall move on immediately on request of any police officer
and shall not again return to the place from which he has been requested
to move or stand in a group or loiter in that place or elsewhere on
any footpath or sidewalk after being so requested to move.
No person or persons shall sit, stand or lounge on a public
way in or about any doors, windows or passageways, except the owners
or occupants of the premises, after having been requested by the owner,
occupant or any police officer to depart therefrom.
No person shall throw or put or cause to be thrown or put any
snow or ice into any street, land or alley from any place outside
thereof, except temporarily in case of necessity on account of no
other place being available; and, in such case, he shall immediately
remove the same or cause it to be removed.

No person shall drink any alcoholic beverage or alcoholic liquor,
as defined in Chapter 175 of the New Hampshire Revised Statutes Annotated,
upon any public street or on any public highway, public sidewalk,
public wharf, municipal park or any public or private parking lot
which is accessible and/or open to the public, within the limits of
the City of Laconia; provided, however, that the Licensing Board may
grant permission to any person or persons for the use of alcoholic
beverages within the confines of a public park in connection with
any gathering or function on such conditions as it may deem advisable.
This section shall be deemed to prohibit, among other things and without
limitation, the consumption or possession of any open container of
alcoholic beverages while in any motor vehicle upon any public street
or on any public highway, sidewalk, wharf, park or any public or private
parking lot which is maintained primarily for the benefit of paying
customers. Possession of any open container of alcoholic beverages
shall be deemed prima facie evidence of a violation of this section.

No person shall:
A.
Stand or climb on any bridge or its supporting structure, except
the areas specifically reserved for the passage of pedestrians; or
B.
Jump or dive from any City-owned wharf, dock, bridge, dam or building
into any waterway in the City; or
C.
Swim within 500 feet of any dam on any waterway within the City;
or
D.
Swim from any City property along the Winnipesaukee River.
A.
No group of persons shall assemble for the purposes of remaining
in an area for camping upon any portion of public-owned land or within
a public right-of-way or public easement upon which is located a public
highway, unless:
(1)
Such assembly is held within a dwelling or other permanent structure.
(2)
Such assembly has been authorized by the Licensing Board after a
finding by the Licensing Board that the public health, safety or welfare
will not be adversely affected. If the Licensing Board finds that
the public health, safety or welfare will be adversely affected, the
Licensing Board shall not authorize such assembly.
B.
The provisions of this section shall not apply to camping areas that
meet New Hampshire standards for campgrounds.

A.
It shall be unlawful for any person to ride on or propel any wheeled
skates or skateboard on any sidewalk, street or public way within
the City of Laconia as hereinafter delineated: North Main Street,
South Main Street, Parade Road, Meredith Center Road, Route No.3 (Daniel
Webster Highway), Route 11, Route 11-B, Weirs Boulevard, Lake Street,
Lakeside Avenue, Court Street, Oak Street, Canal Street, Hanover Street,
Beacon Street East and Beacon Street West.
B.
It shall be unlawful for any person to ride on or propel any wheeled
skates or skateboard at any time upon or into any municipal parking
garage or upon the Laconia Mall area, which shall be defined as the
area bounded by Church Street, Beacon Street East, the Winnipesaukee
River and Beacon Street West, and the area shall include any sidewalks
or streets within the described Laconia Mall area. Further, no person
shall ride on or propel any wheeled skates or skateboard on the wooden
walkway on the east side of Lakeside Avenue in the Weirs, which is
known as the "Boardwalk."
C.
No person shall ride on or propel any wheeled skates or skateboard
on any other sidewalk, street or public way within the City of Laconia,
except pursuant to the following regulation:
(1)
No wheeled skates or skateboard shall be used to carry more persons
at one time than the number for which it was designed and equipped.
(2)
No person shall ride on or propel any wheeled skates or skateboard
on any sidewalk or street or public way except as near to the right-hand
side of the roadway or sidewalk as is practicable. Such person shall
exercise due care in passing any standing vehicle.
(3)
No person shall ride on any sidewalk, street or public way except
in single file and shall remain a safe distance behind any preceding
motor vehicle.
(4)
No person shall hook onto, hang onto or be towed or in any way be
propelled by any motor vehicle upon a sidewalk, street or public way.
(5)
All persons shall obey the rules of the road and, when upon a sidewalk,
shall give the right-of-way to all pedestrians on such sidewalk.
(6)
No person shall operate, ride on or propel any wheeled skates or
skateboard on any sidewalk, street or public way at a speed greater
than is reasonable and prudent under the conditions then existing
or in such a manner or way as might endanger the person or property
of others.
(7)
No person shall ride on or propel any wheeled skates or skateboard
on any sidewalk, street or public way within the City of Laconia except
between 1/2 hour after sunrise until 1/2 hour before sunset.

A.
No person shall use spikes or cleats while using or competing on
Smith Track at Opechee Park.
B.
No pets are allowed within the fenced-in track complex known as "Smith
Track at Opechee Park."
C.
No motor vehicles, bicycles, roller blades, roller skates, carriages,
skateboards or any other wheeled devices are allowed within the fenced-in
track complex known as "Smith Track at Opechee Park."

(1)
Any
person who violates any of the provisions of this article shall be
guilty of a violation punishable by a fine. Such person shall be deemed
to be guilty of a separate offense for each and every day during any
portion of which any violation of this article is committed, continued
or permitted by such person and shall be punishable therefor as provided
therein.
(2)
Penalties for obstructing sidewalk violations. Any person violating
any provision of this article may be charged as follows:

B.
If any police officer of the City of Laconia has reasonable grounds upon which to base a belief that any person has violated the provisions of § 201-11 of this article, the Chief of Police shall be empowered to waive the requirement of Subsection A and in its place impound that person's wheeled skates, or skateboard for a period not to exceed seven days for the first offense, 14 days for the second offense, 21 days for the third offense, and 30 days for all other offenses; provided, however, that any person whose wheeled skates, or skateboard scooter is taken under this provision shall have a right at his or her option to have the matter of violation determined by the Laconia District Court.
