A. 
When no penalty is otherwise provided in this chapter, any person who violates any of the provisions of this chapter shall be guilty of a violation not to exceed a penalty of $100. Such person shall be deemed to be guilty of a separate offense for each and every occurrence that violates this chapter.
B. 
Penalties for parking violations.
(1) 
Any person violating any provision of this chapter relative to parking meter time limits or other parking restrictions may be charged as follows, except as provided in Subsection B(2).

(2) 
If a violator of any parking meter time or other parking restriction limit fails to respond to a ticket affixed to a vehicle by bringing such ticket with payment and the designated fine to the police station or to the Tax Collector's or City Clerk's office or by dropping such ticket in a deposit meter box within a period of seven days after receipt, the Tax Collector's or City Clerk's office shall send to the owner of the motor vehicle to which such ticket is affixed a notice informing said owner of the violation, together with a statement that the fine remains unpaid and that the fine has increased in accordance with the provisions of this section. The Tax Collector's or City Clerk's office shall also issue a warning that in the event that the fine is not paid within 10 days of the date of notice the owner shall be subject to an additional fine not to exceed $1,000; and in the event such charge is not paid within 10 days of the date of such notice, said owner shall be summonsed to appear in the Laconia District Court by the Police Department; and if found guilty, said owner shall be fined not more than $1,000.

(3) 
Appeals; hearing.

(a) 
A person who believes that a ticket is not valid or that a ticket was issued incorrectly may, within 72 hours of the time the ticket was issued, appeal to the Watch Supervisor on duty at the police station. If the Watch Supervisor is not available, the person ticketed shall leave his/her name, address, telephone number and ticket number with the dispatcher to be forwarded to the Watch Supervisor. The Watch Supervisor will conduct an informal hearing, and if, in his/her opinion, there is justification, he/she may cancel the ticket. Each ticket canceled shall be signed by the Watch Supervisor. The Watch Supervisor shall state his/her decision prior to the end of the shift, if possible, otherwise not later than 48 hours after receipt of the notice of the appeal. The Watch Supervisor shall notify the fiscal office in the event that any ticket has been canceled by him/her.
(b) 
Within 24 hours after the Watch Supervisor notifies the person ticketed of his/her decision, if the individual still believes that the ticket issued was invalid, the individual may request, in writing, delivered to the Police Department and the Fiscal Office, that he/she be charged with the specific offense alleged to be committed rather than for failure to pay a parking ticket. The minimum penalty provision shall apply in such cases.
(c) 
The payment of a fine shall not be deemed an acknowledgment of conviction of the alleged offense; and upon accepting the prescribed payment, the payee shall issue a receipt to the payer acknowledging the payment thereof and shall file a duplicate thereof with the Tax Collector or City Clerk. The voiding of tickets other than by the procedures set forth in this chapter is strictly prohibited.

(4) 
An owner of a vehicle shall not be held responsible for parking violations where such vehicle has been reported to be stolen or taken without authority.
The City Purchasing Agent shall provide to the Police Department suitable serially numbered tickets for notifying violators to appear and answer to charges of violating traffic laws and ordinances. The Police Department shall keep a complete record of all such tickets received from the Purchasing Agent, and a complete record of all tickets issued to police officers. The envelope section of said tickets shall be conspicuously affixed to the vehicle in violation, and the original shall be turned over to the fiscal office. When the envelope section of the ticket has been received, the City Clerk's office shall account for the original issued by the police officer.
A. 
The Public Works Department, when directed by the City Council, is hereby directed and authorized to mark off individual parking spaces on the public streets or highways of the City, said parking spaces to be designated by lines painted or durably marked on the curbing or surface of the street. At each space so marked off, it shall be unlawful to park any vehicle in such a way that said vehicle shall not be entirely within the limits of the spaces so designated.
B. 
Any police officer in uniform, at his discretion, may remove or cause to be removed any vehicle left upon any street when such vehicle is not in the apparent charge of any driver or other person or when such vehicle is parked in violation of the regulations of this chapter. Upon removal of any such motor vehicle, notice shall immediately be served upon the registered owner by hand if said registered owner can be found and, if not, by leaving at the abode if said registered owner lives within the City of Laconia and by notice to the State Police in the event of abode service or in the event said owner cannot be found and does not reside within the City of Laconia, informing him of the removal and the location of the motor vehicle. Every owner of a motor vehicle left on any street within the City of Laconia by so leaving said vehicle consents to such removal and assumes thereby the cost of such removal and storage charges resulting therefrom and waives thereby any claim against the City of Laconia or any corporation, firm or individual for any damages arising from such removal.
C. 
The City Council may restrict parking on sections of streets otherwise than specified in other sections of this chapter for such areas as loading zones, to keep driveways open and for similar purposes. Upon notice of establishment of said restrictions, the Department of Public Works shall erect the signs requested.

A. 
The provisions of RSA 231:130-a, Notification of Unpaid Fines, are hereby adopted by the City of Laconia. Pursuant to the adoption of RSA 231:130-a, the City Clerk shall:
(1) 
Maintain a record in the office of the City Clerk which shall contain a listing of all residents of the City of Laconia who have outstanding parking violations incurred in municipalities that have adopted the provisions of this section.
(2) 
Notify the Town or City Clerk of any other municipality that has adopted the provisions of this section of any outstanding parking violations incurred by residents of such municipality within the limits of the notifying municipality.
(3) 
Notify the Town or City Clerk of any municipality that has adopted the provisions of this section of the payment of any outstanding parking violations incurred by residents of such municipality within the limits of the notifying municipality. Such action shall be taken within 10 days of the payment of the outstanding violation.
(4) 
Update and keep readily available the records required by RSA 231:30-a, Subdivision I, in order that such records may be consulted at such time as residents of such municipalities apply for permits for the registration of motor vehicles pursuant to RSA 261:148.
B. 
Furthermore, no resident of the City of Laconia shall be allowed to register a motor vehicle until all outstanding parking violations have been paid to the City of Laconia or to any other municipality that has adopted the provisions of RSA 231:130-a and which has given the required notice to the City.

Whenever by this chapter or any other ordinance of this City, any parking time limit or traffic regulation is imposed or parking is prohibited on designated streets, it shall be the duty of the Department of Public Works to erect appropriate signs or curb and/or street painting giving notice thereof.
Nothing in this chapter shall be construed as prohibiting the City Council from providing for bus stops, taxicab stands, street marking, signs, parking arrangements and other matters of similar nature, including the loading or unloading of trucks, vans or other commercial vehicles.
Proof of ownership of any vehicle operated in violation of this chapter shall be prima facie evidence that such owner operated said vehicle in violation of this chapter or permitted said vehicle to be operated in violation of this chapter; and in all cases where the owner shall permit another to operate said vehicle, said owner may be charged for any violation of this chapter by such person.

The City Council, upon the recommendation of the City Manager, is hereby authorized to, from time to time, adopt temporary traffic control orders. Such temporary traffic control orders may be adopted by majority vote of the City Council. Temporary traffic control orders are intended to allow the establishment of short-term measures to control traffic on City streets. A temporary traffic control order shall be a written order issued from the office of the City Manager, after a majority vote of the City Council, describing the specific traffic situation or problem to be addressed and establishing a suitable regulation to control it. The order shall state the specific action required and the devices which must be posted informing the public of the required action. The order shall become effective when filed by the City Manager with the City Clerk and with the Police and Public Works Departments. The City Clerk shall maintain a permanent file of all temporary traffic control orders as shall the Police Department. All temporary traffic orders shall expire on the expiration date and time listed in the temporary traffic order and may not be renewed. A new temporary traffic control order shall be issued for the same purpose only when required to deal with a situation temporary in nature, such as a public emergency, disaster, parade, special sale, construction activities or the like but not for the purpose of avoiding established and permanent traffic ordinances.
