This chapter shall be known as and may be cited by the short title of "Charter of City of Schenectady." (L. 1907, Ch. 756, § 1)
All that part of the County of Schenectady, bounded and described as follows shall hereafter be included in and constitute the City of Schenectady: Beginning at a stone monument on the southerly bank of the Mohawk River, located on the lands formerly owned by W. Cunningham and running along the boundary line, established January 25, 1866, by a map filed in the office of the County Clerk of Schenectady County, to the stone monument on or near the easterly line of Rosa Road; thence in a straight line to the intersection of the westerly line of Brewer Road and the northerly line of the Troy Turnpike; thence in a straight line toward the intersection of the easterly line of Elbert Street and the southerly line of the Albany Turnpike to a point 475 feet north of the northerly curbline of State Street; thence easterly, parallel to State Street and 475 feet north from the northerly curbline thereof, to a point 125 feet east of the easterly curbline of School Street continued in the Town of Niskayuna; thence southerly along a line 125 feet east of the easterly line of School Street continued and continuing in a straight line across Albany Street to a point 375 feet south of the southerly curbline of Albany Street; thence, westerly, parallel to Albany Street and 375 feet south of the southerly curbline thereof to the intersection of the City line as heretofore constituted; thence in a straight line to a stone monument (which was established as the southwest corner of the City boundary, January 25, 1866, by a map filed in the office of the Clerk of Schenectady County) on the southerly side of the New York Central and Hudson River Railroad; thence in a straight line to the intersection of the westerly line of Cleveland Avenue and the northerly line of Guilderland Avenue; thence in a straight line to the intersection of the easterly line of Olean Street (formerly called "Oil Mill Road") and the northerly line of the lands of the Delaware and Hudson Railroad Company; thence in a straight line to the center of the culvert, through which Teller's Kill flows under the Erie Canal; thence along the center line of the Erie Canal to a point near the Westinghouse Works, where said line intersects the boundary line established January 25, 1866, by a map filed in the office of the Clerk of Schenectady County; thence along said boundary line to the center of Binne Kill; thence down the center of Binne Kill as it runs to the center of the Mohawk River; thence along the center of the Mohawk River to a point in the center of the river, opposite the place of beginning; thence to the place of beginning; such territory embracing the City of Schenectady as bounded and described by a map filed in the office of the Clerk of Schenectady County on the 25th day of January, 1866, in pursuance of Chapter 705 of the Laws of 1865, and portions of the Towns of Rotterdam and Niskayuna in such county and the boundaries, jurisdiction and powers of the City of Schenectady as herein constituted are for all purposes of local administration and government hereby declared to be coextensive with the territory above described. The citizens of the State of New York, from time to time inhabitants of the territory comprised within the boundaries of the City of Schenectady, shall continue to be a municipal corporation in perpetuity under the corporate name of the "City of Schenectady," and the same shall, in that name, be a body politic and corporate in fact and in law with power of perpetual succession. Editor's Note: Former § C1-3, Ward divisions; boundaries, was repealed, as amended, 2-12-1996 by L.L. No. 1-1996, which local law also provided for the renumbering of former §§ C1-4 and C1-5 as §§ C1-3 and C1-4, respectively.
The word "person," as used in this Charter shall be deemed to include all persons, firms, corporations and associations. Whenever the word "street" or the plural thereof is used in this Charter, it shall be deemed to include all that is included by the terms street, road, boulevard, concourse, highway, lane, alley, square, and public place or the plurals thereof, respectively. Whenever the word "vehicle" or the plural thereof occurs in this Charter, it shall be deemed to include wagons, trucks, cars, cabs, carriages, stages, omnibuses, mobiles, automobiles, locomobiles, locomotives, engines, cars, bicycles, sleighs, sleds and all conveyance for persons or property. The term "tax" shall, in all proper cases, be deemed to include water rents or rates, assessment or reassessment for local improvement. (L. 1907, Ch. 756, § 5)
