A. 
The Suffolk County Citizens Corps Council is hereby created to assist the Department of Fire, Rescue and Emergency Services to develop the Community Emergency Response Team (CERT), the Volunteers in Police Service (VIPS) and the Medical Reserve Corps (MRC) programs.
B. 
The Suffolk County Citizens Corps Council will also aid in coordinating these volunteer programs' involvement in supporting and assisting emergency responders.
A. 
The Suffolk County Citizens Corps Council shall consist of 18 members.
B. 
Five of the members will be appointed by the County Executive, subject to the approval of the County Legislature, for terms of three years, except that the County Executive's initial appointments shall be for terms of one, one, two, three and three years respectively.
C. 
Four of the members will be appointed by the County Legislature for terms of three years, except that the Legislature's initial appointments shall be for terms of one, two, two and three years respectively.
D. 
The remaining members of the Council will be comprise the following individuals, or their designees:
(1) 
Commissioner of the Suffolk County Department of Health Services.
(2) 
President of the Nassau-Suffolk Hospital Council.
(3) 
Chief of the Department, Suffolk County Police Department.
(4) 
Commissioner of the Suffolk County Department of Fire, Rescue and Emergency Services.
(5) 
Executive Director of the Suffolk County Chapter of the American Red Cross.
(6) 
Director of the Suffolk County Office for the Aging.
(7) 
Executive Director of the Family Service League.
(8) 
President of the Hauppauge Industrial Association.
(9) 
President of the Suffolk County Fire Chiefs Association.
Members of the Suffolk County Citizens Corps Council shall receive no compensation for their services.
Members of the Council shall select their own Chairperson at their organizational meeting no later than the 15th day of January of each calendar year, and shall meet at least four times annually.
The Council shall report annually to the County Executive and the County Legislature.
