Upon specific and explicit request of a citizen appearing in
person at a County department, office or agency, all County officers,
officials and employees shall provide a written form acknowledging
receipt of said document or documents, except in those instances in
which the document or documents to be filed or submitted represent
a document filed or submitted in connection with litigation involving
the County of Suffolk.
