All EMS agencies shall provide to Medcom/Firecom or their public
safety answering point (PSAP) the following times for their ambulance(s)
and designated first responder(s) (EMT or above):
A.
Dispatch time.
B.
First responder en route time (Signal 2).
C.
Ambulance en route time (Signal 2).
D.
First responder on scene time (Signal 21).
E.
Ambulance on scene time (Signal 21).
F.
Ambulance en route to hospital time (Signal 18).
G.
Ambulance arrival at hospital (Signal 21 at hospital).
H.
Ambulance from hospital time (Signal 5).
The PSAPs shall, each month, report provided data to the Department
of Fire, Rescue and Emergency Services (FRES), which will then forward
such data to the Suffolk County EMS Director, and this data shall
include the following response times for ambulances and designated
first responders (EMT or above):
A.
Call received time.
B.
Dispatch time.
C.
Each call for mutual aid time and agency requested (Signal 24).
D.
First responder (EMT or higher) en route time (Signal 2).
E.
Ambulance en route time (Signal 2).
F.
First responder on scene time (Signal 21).
G.
Ambulance on scene time (Signal 21).
H.
Ambulance en route to hospital time (Signal 18).
I.
Ambulance arrival at hospital (Signal 21 at hospital).
J.
Ambulance from hospital time (Signal 5).
Volunteer EMS agencies that receive emergency calls other than
by 911 dispatch, i.e., through local seven-digit numbers, shall provide
this data to FRES, which shall provide it thereafter to the Medical
Director.
The effective date of this chapter shall be January 1, 2006.
Those EMS agencies who have complied with the reporting requirements
contained in this chapter within two years of the enactment of this
chapter shall be entitled to liability insurance available from the
County of Suffolk in the increased amount of $2,000,000, for so long
as they are in compliance with such reporting requirements.
