A. 
Sex offenders in New York State are required under the Sex Offender Registration Act (SORA) to provide their permanent residence address to the State Division of Criminal Justice Services.
B. 
Homeless registered sex offenders are more difficult for the state and County to track, as they have no permanent address on file.
C. 
Suffolk County houses homeless sex offenders in trailers on the campus of the County Correctional Facility in Riverhead.[1]

D. 
The County Executive has announced plans to discontinue the use of the trailers and move to a system whereby the Department of Social Services will provide homeless sex offenders with $90 per night to secure their own overnight accommodations.
E. 
By discontinuing the use of the trailers, homeless sex offenders will be housed in sites across the County with no oversight, supervision or security.
F. 
GPS tracking devices provide detailed information about a person's location and are currently being used by law enforcement agencies across the country to track certain individuals on parole or probation to ensure they are meeting the conditions of their release.
G. 
Since homeless sex offenders in Suffolk County will be scattered throughout the community under the County Executive's new policy, requiring homeless sex offenders to wear GPS tracking devices would supplement the residence information provided to the state under SORA and allow for more effective tracking of these individuals.
All homeless registered sex offenders residing in Suffolk County who receive assistance from the Department of Social Services to obtain temporary emergency housing shall be provided with, and must wear, a GPS tracking device for the duration of their stay in emergency housing.
The Department of Social Services shall provide homeless registered sex offenders with the GPS tracking device required pursuant to this article.
