(a)
The subdivider, at his sole expense, shall be required as part of
his obligations under this chapter to install all public utilities,
drainage systems, sidewalks, streets (including final paving) and
other designed improvements specified in the final plan, and within
the scope of this chapter.
(b)
There shall be no contribution toward the cost of any of these items
by the City and no rebate or other payment by the City after they
are installed.
