The benefits of proper organization and the allied benefits of clear lines of authority and responsibility within an organization are many. In order that such benefits shall accrue to the Town of Chesapeake Beach, it is the policy and intent of the Town Council that a suitable form of organization be adopted for the government of the Town, and that henceforth the general operation of the Town be carried forth within the framework of said form of organization.
The general form of organization for the government of the Town shall be as follows:
A. 
The Mayor and Town Council shall share final authority and responsibility over all the affairs of the Town.
B. 
The Mayor shall be the Chief Agent of the Town Council and shall be responsible for the general operation and management and Chief Finance and Executive Officer of the Town.
C. 
Such citizens' advisory boards as may be established from time to time shall be directly responsible to the Mayor and shall also act in an advisory capacity to the Mayor and Town Council.
D. 
The Town Attorney shall be directly responsible to the Mayor and shall also act in an advisory capacity to the Town Council as well as any Town department heads or commission chairmen upon approval by the Mayor.
Under the required supervision, the Town Clerk possesses authority to:
A. 
Serve as Clerk to the Council.
B. 
Attend every Council meeting and keep a full and accurate account of the proceedings of the Council.
C. 
Keep other such records and perform other such duties as may be required elsewhere in the Town Charter or by the Mayor.
The Town Attorney shall be the legal advisor of the Town and shall perform such duties in this connection as may be required by the Mayor.
Under the direct supervision of the Mayor, the Treasurer possesses the authority to:
A. 
Prepare an annual budget to be submitted to the Council.
B. 
Supervise and be responsible for the disbursement of all monies and have control over all expenditures to assure that any budget appropriations are not exceeded.
C. 
Maintain a general accounting system for the Town in such form as the Mayor may require, not contrary to state law.
D. 
Submit at the end of each fiscal year, and at such other times as the Mayor may require, a complete financial report to the Council.
E. 
Receive all monies collected for taxes, special assessments, license fees, liens, and all other revenues (including utility revenues) of the Town.
F. 
Have custody of all public monies, belonging to or under the control of the Town, and have custody of all bonds and notes of the Town.
G. 
Do such other things in relation to the fiscal or financial affairs of the Town as the Mayor may require or as may be required by the Town Charter.
The Town Police Chief shall be responsible for maintaining law and order within the Town and shall perform such duties in this connection as may be required by the Town Charter or by the Mayor.
The Town Engineer shall be responsible for the efficient operation and maintenance of all physical facilities required for the proper welfare of the Town and shall perform such duties in this connection as may be required by the Mayor.
The Town Council reserves the right to add or abolish agencies within the plan of organization as may be necessary to carry forth the intent and purpose of efficient operation and betterment of the Town, provided that sufficient time is allowed to hold a public meeting to inform the citizens of the intent of any addition or abolishment anticipated.
The Mayor shall have the authority to employ personnel in dual capacities on an interdepartmental basis if such employment shall be deemed necessary in the interests of economy and efficiency.
The provisions of this article shall not be construed in such a manner as would render them in conflict with the provisions of the Town Charter.
