Merit and appointed employees are eligible for administrative leave in accordance with the terms of this Article XVI.
Administrative leave is paid leave which may be granted to eligible employees for regularly scheduled hours during which they are not required to work, under the following conditions:
A. 
To relieve an employee of duty for an indeterminate time pending the resolution of any issue involving such employee if, in the judgment of the Mayor, the effectiveness of government would be best served by granting such leave;
B. 
When the Town government closes or opens late due to an unforeseen event which prevents employees from reaching their workplace or which may affect their safety and welfare during the course of the normal weekday; or
C. 
For other reasons, at the discretion of the Mayor.
A. 
A work day is a twenty-four-hour period commencing at 12:01 a.m. and ending at 12:00 midnight.
B. 
Some employees may be designated as essential (as determined by the department head) and required to report for work or remain on duty when the Town government is closed during normal business hours in accordance with the above. Employees who actually work on that work day shall be paid the applicable regular, overtime, compensatory leave, or other rate for the greater of the hours worked or the normally scheduled hours and shall receive straight-time pay or compensatory leave, as chosen by the Town, equal to the number of normal business hours during which the Town is closed. Employees scheduled to be on paid leave during a work day in which the Town government closes shall continue to use such leave, as scheduled, without any credit given for the government closure.
