[Adopted 12-18-1997 by Ord. No. O-97-9 (Ch. 1, Art. II and Art. III, § 1-307, of the 1997 Town Code)]
The following definitions provided in this article shall be observed in the construction of all provisions of this Code, unless:
A. 
To do so would be inconsistent with the manifest intent of the Code; or
B. 
The chapter, article or section being considered provides a definition which is inconsistent with one of the following definitions provided in this article, in which case the definition provided by such a chapter, article or section shall control.
As used in the Code of the Town of Chesapeake Beach, the following terms shall have the meanings indicated:
CHARTER
The Charter of the Town of Chesapeake Beach, Maryland.
COUNTY
Calvert County, Maryland.
OATH
An affirmation or declaration, including that which by law allows an affirmation to be substituted for an oath, and, in such cases, the words "swear" and "sworn" shall be equivalent to the term "oath."
OWNER
As applied to an owner of a building or real property, the word shall include any part owner, joint owner, tenant in common, joint tenant, or tenant by the entireties of the whole or part of the building or real property.
PERSON
Includes a corporation, company, firm, partnership, joint-venture association, society, limited-liability company and natural persons.
SIGNATURE or SUBSCRIPTION
Includes a mark when the person cannot write, his name being written near it, and witnessed by a person who writes his own name as a witness.
STATE
Shall be construed to mean the State of Maryland.
TOWN; CITY
The Town of Chesapeake Beach, Maryland, except as otherwise provided.
UTILITY SYSTEMS
All utilities that are part of the general services provided by the Town of Chesapeake Beach (such as water, sewage, refuse collection and other general services as they may become available).
A. 
Days, months, years. When used in this Code or in subsequently enacted ordinances and resolutions, the words "day," "month" and "year," including the plural of each, shall mean calendar day, calendar month, or calendar year respectively.
B. 
Computation of time. The time within which an act is to be done shall be computed by excluding the first and including the last day, and if the last day is a Sunday or a legal holiday, then the following day shall be used.
Words importing the masculine gender shall include the feminine and neuter. Words importing the feminine gender shall include the masculine and neuter.
Words used in the singular include the plural, and words used in the plural include the singular, unless a contrary intention is clearly evident.
The words "shall," "should" and "will" are always to be construed as mandatory and not discretionary or permissive. The word "may" is to be construed as permissive or discretionary in effect.
All words giving a joint authority to three or more persons or officers shall be construed as giving such authority to a majority of such persons or officers.
