In order to conduct the most efficient and fair Town meetings,
and in order to avoid having contentious agenda items arise again
and again at consecutive Town meetings after the Council has voted
on such items, once Council has voted upon and resolved any agenda
item at a regular Town meeting, that same item shall not come before
the Council for a subsequent vote until at least 90 days from the
date Council's first action is taken, unless a majority of the
Council agree to take up the agenda item anew.
