It is the purpose of this chapter to provide for the safety,
health, protection and general welfare of persons and property in
the Town of Penfield by enacting legislation pertaining to vehicles
and traffic in the Town of Penfield.
This chapter shall be known as the "Vehicle and Traffic Law
of the Town of Penfield."
A.
The words and phrases used in this chapter shall, for the purposes
of this chapter, have the meanings respectively ascribed to them by
Article 1 of the Vehicle and Traffic Law of the State of New York
(NYS V&T).

The following words and phrases, which are not defined by NYS V&T
Article 1, shall have the meanings respectively ascribed to them in
this section for the purpose of this chapter:
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the roadway.
New Year's Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day and Christmas Day.
The Federal Manual of Uniform Traffic Control Devices and
the appropriate New York State supplement.
The regulations of this chapter relate to all roads in the Town
of Penfield, except those roads and highways operated and maintained
by the New York State Department of Transportation (DOT) pursuant
to NYS V&T § 1684.
The Town Superintendent of Highways shall, on Town roads, and
the Monroe County DOT shall, on county roads, provide for the installation
and maintenance of traffic control devices when and as required under
the provisions of this chapter, to make effective the provisions of
this chapter, and may install and maintain such additional traffic
control devices as the Town Board may deem necessary to regulate,
warn or guide traffic under NYS V&T §§ 1660, 1682
and 1684. All traffic control devices shall be installed and maintained
consistent with the latest version of the MUTCD.
A.
Regulations shall be adopted by the Town Board, in accordance with
the provisions of NYS V&T § 1660.
B.
For the purpose of maintaining an accurate record of all regulations adopted under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article VI of this chapter, in which shall be entered all regulations after adoption. Such schedules shall be deemed a part of the section to which they refer. All regulations shall be adopted with reference to the appropriate schedule as indicated in the various sections of this chapter.
