The Department shall be headed by a Director, who shall be chosen solely on the basis of his executive and administrative qualifications, with special reference to his actual experience in, or his knowledge of, accepted practices in respect to the duties of his office as hereinafter set forth.

The Department shall perform all appropriate functions associated with:
A. 
Preparation of plans and specifications for public improvements and supervision of contracts.
B. 
Provision of engineering services to City agencies.
C. 
Operation and maintenance of sanitary sewers.
D. 
Maintenance of streets, roads, bridges and storm drains.
E. 
Construction and reconstruction of roads, streets, buildings and other structures.
F. 
Collection and disposal of garbage and trash, and such other duties as may be assigned.

The Department shall be organized pursuant to a plan approved as provided in § 4-34B. The Department shall consist of:
A. 
Office of the Director Division.
B. 
City Engineer Division.
C. 
Electrical Bureau Division.
D. 
Parks and Public Property Division.
E. 
Beach and Boardwalk Division.
F. 
Building Maintenance Division.
G. 
Sanitation Division.
H. 
Street Repairs Division.
I. 
Paint and Sign Shop.
